Justification for Sole Source
RTR was the developer for Phase I of the SARP Data Management System, establishing the foundational architecture and gaining unique technical knowledge. The sole source award to RTR is justified to ensure seamless continuity, protect government investment, retain specialized knowledge related to Klamath Basin research and fish survival analyses, and facilitate efficient, technically consistent system enhancements without risking data integrity or system disruption. RTR also possesses long-standing experience supporting USFWS data management in the Klamath Basin and provides integral subject matter expertise.
