Quick Summary
The Department of Veterans Affairs (VA), Office of Information and Technology (OIT), is conducting market research through a Sources Sought Notice to identify industry capabilities for enterprise Geographic Information System (GIS) services and operations. The VA seeks approaches to improve platform performance, scalability, security, user experience, and operational efficiency in large-scale federal environments. Responses are due June 5, 2026.
Purpose & Scope
This market research aims to understand best practices and delivery models for GIS support. The VA's enterprise GIS environment supports a large, geographically distributed user base across on-premises and cloud platforms, handling large geospatial datasets and integrating with other IT services. The potential North American Industrial Classification (NAICS) code is 541519.
The scope of interest includes vendors experienced in delivering, operating, securing, and modernizing enterprise GIS platforms and services, particularly those supporting:
- Large-scale geospatial datasets
- Hybrid and cloud architectures
- High availability and mission-critical operations
- Secure access for diverse user communities
The attached draft Performance Work Statement (PWS) outlines preliminary requirements, including system and database administration for ArcGIS Enterprise, programming services (web map/app development, automation), customer training, and potentially transitioning the current ArcGIS system to the VA Enterprise Cloud (VAEC).
Requested Capability Information
Respondents should provide concise, factual descriptions (maximum 10 pages) addressing 22 specific areas, including:
- Experience with ArcGIS Enterprise, Geodatabases, and ArcGIS Indoors.
- Large-scale data management, geoprocessing, and performance optimization.
- Platform operations, configuration, and security in on-premise, Azure, and ArcGIS Online environments.
- Direct database GIS data management and system consolidation/integration.
- Performance troubleshooting, geospatial analysis, and reporting.
- Federal experience, customer experience (CX) support, and transition-in approaches.
- Contractor onboarding, workforce stability, DevSecOps, and versioning/environment promotion.
- Alternative delivery models (PaaS, managed services), automation opportunities, and near real-time data support.
- Performance metrics, scalable architecture, cost control, and Zero Trust implementation.
- Outcome-based management and industry recommendations for improving GIS operations.
Contract Details & Set-Aside
The Government is contemplating a Firm Fixed Price (FFP)/Time & Material (T&M) hybrid contract type. Respondents are asked to provide input on the suitability of these contract types, suggest appropriate contract vehicles, and comment on the sufficiency of the draft PWS.
Service-Disabled Veteran-owned Small Businesses (SDVOSBs) and Veteran-owned Small Businesses (VOSBs) responding must include their intent and ability to meet set-aside requirements (at least 50% performance by eligible SDVOSB/VOSB concerns) and be listed in the SBA certification database. Small businesses should also identify their recommended socioeconomic category for this effort.
