Quick Summary
The Department of Veterans Affairs (VA) is issuing a Request for Information (RFI) for a Commercial-Off-the-Shelf (COTS), cloud-based ambient scribe solution. This solution will transcribe clinical encounters, generate notes, and provide advanced AI functionalities to enhance medical care efficiency, delivered as a Software as a Service (SaaS) model. The VA seeks solutions that integrate seamlessly with its Electronic Health Record (EHR) systems. Responses are due by November 7, 2025, at 10:00 AM EST.
Scope of Work
The VA is seeking an ambient dictation system that runs passively on government or personal devices (BYOD) during clinical encounters. It must generate draft clinical documentation in near real-time (within two minutes) and function effectively in diverse clinical settings, including those with poor wireless or cellular signals. Key functionalities include transcription, note generation, record query, clinical suggestions, and patient communication summaries. The solution must allow providers to edit AI-generated material before signing in the EHR and facilitate pre-charting and automatic draft note insertion without manual entry of patient identifying information. The base period of performance for a potential future contract would include system integration and implementation of all AI Scribe Capabilities.
Submission Requirements
Interested vendors must submit a response with a 10-page limit, excluding marketing materials or generic capability statements. The submission must include:
- Company Name, Point of Contact, UEI, Cage Code, Recommended NAICS, and Socio-economic Category.
- A summary of technical capability to meet the draft Performance Work Statement (PWS) requirements.
- Readiness to deploy within a FedRAMP compliant environment.
- Direct experience deploying real-time AI solutions in healthcare.
- Level of experience in private, public, and federal health sectors (US and/or internationally).
- Outline of how the organization intends to resource and partner to meet PWS requirements.
- Details on existing resourcing and partnering if current PWS requirements are met.
- Identification of subcontracting opportunities for small businesses (if a large business).
- Copies of any existing Federal Supply Schedule, GWAC, or multi-agency contracts.
- Recommendation for contract type based on the PWS scope.
- Technical comments/recommendations on the draft PWS if it lacks sufficient detail.
