The solution must be cloud-hosted, FedRAMP Moderate compliant (capability at proposal submission), and ensure all VA data, including Protected Health Information (PHI), is stored, processed, and transmitted only within the United States. Full API-level integration, including automatic patient/context launch and note injection into VistA/CPRS, is required. AI functionalities must comply with Trustworthy AI principles, be unbiased, and require 30-day advance disclosure for material model changes.
