Quick Summary

The Department of Veterans Affairs (VA), specifically the Technology Acquisition Center NJ, has issued an amended Combined Synopsis/Solicitation for the National Teleradiology Program (NTP) Picture Archive and Communication System (PACS) Upgrade. This effort involves upgrading the existing IntelePACS from version 4.9 to 5.7 or the most current version, including migration of NTP-specific applications, ongoing system maintenance, and technical support. While this is an intended sole-source award to Intelerad Medical Systems, Inc., all responsible sources may submit a capability statement, proposal, or quotation for consideration. Proposals are due March 20, 2026, at 12:00 PM EST.

Scope of Work

The upgrade encompasses:

  • Upgrading NTP's IntelePACS from version 4.9 to 5.7 or newer.
  • Migrating all NTP-specific applications and data.
  • Installing and hosting the upgraded system in the VA Enterprise Cloud (VAEC) (Azure Virginia) with dual availability zone configuration.
  • Providing activation, installation, testing, validation, and training.
  • Designing and deploying custom workflow tools.
  • Obtaining and maintaining a VA Authority to Operate (ATO).
  • Providing ongoing support and maintenance for the upgraded system.
  • Supporting DICOM and HL7 interfaces, including integration with VHA components (Voice Recognition, AI platform, HL7 Integration Engine).
  • Importing all existing reports from the legacy PACS.
  • Ensuring the legacy NTP PACS remains operational 24x7 throughout the upgrade.
  • Ensuring compliance with VA and Federal cybersecurity, privacy, and accessibility standards (e.g., NIST, FISMA, Section 508).

Contract Details

  • Type: Firm-Fixed Price (FFP) contract.
  • Period of Performance: An 18-month base period (6 months for deployment/acceptance, 12 months for service/support), with one 12-month option period for full system maintenance and technical support. An optional task for continued legacy hardware and software support for up to 12 months is also included if activation is delayed.
  • Set-Aside: This acquisition is not set-aside for small business concerns (unrestricted). It is justified as a sole-source award to Intelerad Medical Systems, Inc., the Original Equipment Manufacturer (OEM) of IntelePACS, due to proprietary software and critical system requirements.
  • NAICS Code: 541511 (Computer Systems Design Services).
  • Product Service Code: DA10.

Submission & Evaluation

Proposals must be submitted via email to Sean.McAvoy1@va.gov and Kathryn.Pantages@va.gov. Submissions must include two volumes: Volume 1 - Technical (addressing PWS requirements) and Volume 2 – Price/Schedule (completed Section B.4). Award will be made on a sole-source basis upon verification of technical compliance and determination of fair and reasonable price. However, in accordance with FAR Part 5, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Key Dates

  • Proposal Due Date: March 20, 2026, at 12:00 PM EST.
  • Published Date: March 19, 2026 (amendment).
