Justification for Other Than Full and Open Competition

This document justifies a sole-source, firm-fixed-price contract with Intelerad Medical Systems, Inc. for the upgrade of the National Teleradiology Program (NTP) Picture Archive and Communication System (PACS) from IntelePACS version 4.9 to version 5.7 or the most current version available. The action also includes ongoing system maintenance and technical support for the upgraded platform.

This solicitation is for the upgrade of the National Teleradiology Program (NTP) Picture Archive and Communication System (PACS) to the latest commercially available release. The existing IntelePACS software and hardware are past their end of life. The upgraded system will be deployed in the VA Enterprise Cloud (VAEC).

• Upgrade NTP's IntelePACS from version 4.9 to 5.7 or newer.

• Compliance with numerous VA and Federal cybersecurity, privacy, and accessibility standards (e.g., NIST, FISMA, Section 508).

• Period of Performance: 18 months from date of award for the base period, with one (1) 12-month option period.
