Scope of Work

- Installing and hosting the upgraded system in the VA Enterprise Cloud (VAEC) (Azure Virginia) with dual availability zone configuration.
- Providing activation, installation, testing, validation, and training.
- Designing and deploying custom workflow tools.
- Obtaining and maintaining a VA Authority to Operate (ATO).
- Providing ongoing support and maintenance for the upgraded system.
- Supporting DICOM and HL7 interfaces, including integration with VHA components (Voice Recognition, AI platform, HL7 Integration Engine).
- Importing all existing reports from the legacy PACS.
- Ensuring the legacy NTP PACS remains operational 24x7 throughout the upgrade.
- Ensuring compliance with VA and Federal cybersecurity, privacy, and accessibility standards (e.g., NIST, FISMA, Section 508).
Contract Details
- Type: Firm-Fixed Price (FFP) contract.
- Period of Performance: An 18-month base period (6 months for deployment/acceptance, 12 months for service/support), with one 12-month option period for full system maintenance and technical support. An optional task for continued legacy hardware and software support for up to 12 months is also included if activation is delayed.
- Set-Aside: This acquisition is not set-aside for small business concerns (unrestricted). It is justified as a sole-source award to Intelerad Medical Systems, Inc., the Original Equipment Manufacturer (OEM) of IntelePACS, due to proprietary software and critical system requirements.

Submission & Evaluation
