Quick Summary

The Department of Veterans Affairs (VA) is conducting market research through a Request for Information (RFI) for an Emergent Virtual Face-to-Face (VF2F) Network. This RFI seeks innovative solutions for designing, implementing, and operating a comprehensive virtual emergent and urgent care network to serve over 6 million VHA enrollees. The response deadline has been extended to April 10, 2026, at 5:00 PM ET.

Purpose & Scope

The VA aims to expand access to care, particularly for Veterans in rural areas, and reduce low-acuity emergency room visits by determining which Veterans can be safely served virtually. Responses will help the VA develop its acquisition strategy and Performance Work Statement. The RFI is interested in solutions for two primary areas:

  1. Software Platform for VF2F: An intuitive platform for clinicians supporting on-demand care, documentation, order entry, care coordination, and enterprise-wide operation. It must handle multiple acuity levels, support various encounter types, facilitate care escalation (including e911), and scale to 5 million annual virtual care visits. Key requirements include bidirectional data exchange with VHA EHR systems (CPRS, Oracle/Cerner) using FHIR R4, charting, ordering (labs, imaging, prescriptions), scheduling, patient tracking, e-prescribing, decision support integration, multi-modal communication, and performance data capture.
  2. Staffing Models and Delivery Structure: Solutions enabling 24/7/365 Veteran access via app, phone, or web. Staffing can be VHA-employed, contract, or mixed, requiring navigation of state licensure issues. Regional (hub-and-spoke) or national (distributed) coverage models are encouraged. The system should aim for over 85% Veteran satisfaction, median initial contact wait times of 5 minutes, and resolve over 50% of acute care concerns virtually.
