- Staffing Models and Delivery Structure: Solutions enabling 24/7/365 Veteran access via app, phone, or web. Staffing can be VHA-employed, contract, or mixed, requiring navigation of state licensure issues. Regional (hub-and-spoke) or national (distributed) coverage models are encouraged. The system should aim for over 85% Veteran satisfaction, median initial contact wait times of 5 minutes, and resolve over 50% of acute care concerns virtually.
