Background & Original Intent

This opportunity, initially issued as a Request for Information (RFI) and Sources Sought, sought a next-generation, fully integrated Human Resource Service Management (HRSM) Software as a Service (SaaS) solution for the VA, specifically the Veterans Health Administration (VHA). The primary objective was to streamline HR operations, accelerate hiring, improve service delivery, and enhance the employee experience for approximately 374,000 users. The solution aimed to augment existing capabilities like USA Staffing and USA Hire.

Scope of Work (Original RFI/PWS)

The envisioned HRSM SaaS solution included:

  • System Configuration & Implementation: Covering recruitment, hiring, HR helpdesk case management, and assessment/interview delivery modules.
  • SaaS Subscription & Hosting: Providing FedRAMP-authorized, cloud-hosted access.
  • Data Migration: From USA Staffing.
  • Integration: With VA's core personnel systems (HRSmart/PeopleSoft, Federal HR 2.0).
  • Security & Compliance: Requiring a VA Authority to Operate (ATO) and adherence to federal/VA security standards.
