This includes research, development, test & evaluation, program integration, compliance support, and technical/programmatic liaison. Full on-site presence in Maryland (21090) is generally required.

Key Requirements & Eligibility
- Security Clearances: Personnel require a Top Secret (TS) clearance. Key Personnel (one Site Lead) must have SCI eligibility at submission. No sponsorship will be granted.
- CMMC: Proof of Cybersecurity Maturity Model Certification (CMMC) Level 2 is required. C3PAO-validated certification is preferred; self-assessments or conditional statuses may be acceptable with a plan to achieve full certification by November 2026.
- Workforce Stability: Contractors must maintain a stable workforce with less than 10% employee turnover.
- Data Handling: Secure handling of Controlled Unclassified Information (CUI), Personally Identifiable Information (PAI), and Law Enforcement Sensitive (LES) information.
Evaluation Factors (Best Value)
Proposals will be evaluated on a best value basis, with an intent to award without discussions.
- Gate 1 (Pass/Fail): Key Personnel (one Senior Cybersecurity Engineer/Site Lead) with a current Top Secret (TS) security clearance. Failure to meet this gate renders the proposal ineligible.
- Factor I - Technical: (More important than Factor II) Evaluated on Technical Approach, Management Approach, and Project Staffing Approach. Offerors must receive an "Acceptable" rating or higher on each subfactor.
- Factor II - Past Performance: (More important than Factor III) Evaluated for recency, relevancy, and quality. Offerors must receive an "Acceptable" rating. Up to three relevant past performance examples from the last five years are required. CPARS ratings are acceptable; annotate on Attachment 5.
- Factor III - Cost/Price: Evaluated for reasonableness, completeness, and balance.
