Purpose & Scope
This RFI is for early market research to identify industry's capability and interest in supporting the DAF FAP. The program requires comprehensive, evidence-based personal and non-personal services for approximately 2.6 million DAF families across 59 CONUS and 17 OCONUS installations. Core mission areas include:
- Domestic abuse and child abuse prevention and education
- Behavioral challenges in youth and children
- Victim advocacy and crisis intervention
- Clinical assessment, counseling, and case management
- New parent support and home visitation programs
Information Requested
The Government requests capability statements and white papers detailing operational approaches in the following areas:
- Operational Methodology: Integration of prevention, intervention, and treatment models; service delivery (on-site, off-site, virtual, hybrid); handling government-specific requirements; CMMC compliance.
- Capability and Capacity: US and international service delivery (Pacific and Europe regions); geographic footprint; contract arrangements.
- Staffing & Credentialing: Recruitment, retention, and management of specialized personnel (e.g., LCSW, Victim Advocates); mitigation of staffing shortfalls; supervision structures; labor categories subject to wage determination; caseload assumptions.
- Surge & Crisis Response: 24/7 support, rapid response, surge capabilities; crisis response processes, tools, and technologies; success measurement; preventative practices; sustainability of crisis models.
- Evidence-Based Practices: Utilization of EBPs for various FAP services; efficacy and outcome measurement; use of outcome data; definition and addressal of recidivism/repeat incidents.
- Data & Case Management: Secure case management (HIPAA, CUI); handling sensitive information; data migration/onboarding; technologies and tools; experience with government/contractor/hybrid systems; best practices for staffing levels and service capacity; monitoring quality, mitigating burnout, and ensuring clinical supervision.
- Transition Plan: Approach to phased transition; realistic timelines; key risks and assumptions.
- PWS and Contract Structure Recommendations: Recommendations for structuring a performance work statement; pros and cons of performance-based, outcome-based, and SOW structures; optimal contract/pricing structures.
Submission Requirements
Interested parties must provide a corporate summary, identify business size (NAICS 624190), and any small business certifications (8(a), HUBZone, WOSB, VOSB, SDVOSB). Submissions must include three examples of corporate experience as a prime or first-tier subcontractor for family advocacy services within the last three years. Responses are limited to 30 pages, plus one page for corporate summary and one page for work samples.
