Quick Summary

The Department of Defense, Defense Human Resources Activity (DANTES) is soliciting proposals for the DANTES CENTCOM-AFRICOM Degree Program, an unrestricted opportunity to provide accredited education services to U.S. Armed Forces and eligible personnel in the CENTCOM and AFRICOM Areas of Responsibility. This Firm Fixed-Price contract aims to offer undergraduate, graduate, and certificate programs, along with testing services. Proposals are due May 15, 2026, by 1300 Eastern.

Purpose & Scope

This solicitation seeks educational institutions to deliver a variety of accredited programs and services to U.S. Armed Forces, DoD Civilians, dependent family members, DoD contractors, retirees, and other eligible personnel. Services include undergraduate and graduate degree programs, certificate programs, and National Test Center (NTC) support. Instruction will be delivered via face-to-face, hybrid, and alternative learning formats across various locations in the CENTCOM and AFRICOM AORs, including Bahrain, Djibouti, Egypt, Jordan, Kuwait, Qatar, UAE, and Saudi Arabia. Academic offerings have been expanded to include aviation, technical management, logistics, uncrewed systems, space operations, engineering, and project management, in addition to liberal arts, information/cyber security, homeland/criminal justice, and management/business administration.

Submission Requirements

Key Amendments & Updates

Amendment 0003, posted May 4, 2026, finalized the Solicitation Response Date to May 15, 2026, by 1300 Eastern, and the Questions Due Date to April 27, 2026, by 1300 Eastern. It also provided government answers to industry questions, updated the PWS and Appendix H to broaden accepted degree programs, and clarified that the Department of Defense will not pay for educational institutions, with compensation expected from third parties like student tuition assistance.

Special Considerations

Contractors must be accredited by the U.S. Department of Education (regional accreditation for face-to-face instruction) and comply with DoD directives, including signing the DoD Voluntary Education Partnership Memorandum of Understanding. Personnel must meet specific medical, dental, and psychological fitness requirements. Stringent cybersecurity requirements (RMF, NIST SP 800-53) apply, with contractors responsible for associated costs. Section 508 accessibility standards are mandatory for Information and Communication Technology (ICT). Logistical details for contractor housing, meals, and personnel support in various CENTCOM locations are provided in Appendix D and E.
