The DCSA MPP seeks to mature Protégé firms for critical DCSA mission spaces, strengthening national security through a resilient supply chain. The program is managed by the DCSA Office of Small Business Programs & Industry Engagement (OSBP&IE), with agreement administration handled by Move America, Inc. through a DOW OSBP MPP-I Cooperative Agreement.
Eligibility Requirements
- Protégé Firms: Must be small business concerns eligible for federal contracts, meet SBA size standards, and satisfy one of the following: HUBZone, Women-Owned, Service-Disabled Veteran-Owned, Native American/Hawaiian controlled, socially/economically disadvantaged, employing severely disabled individuals, nontraditional defense contractors, or contributing to national security priorities.
- Mentor Firms: Must be prime contractors with $25M+ in Department of War (DOW) contracts in the last fiscal year, possess an active DOW subcontracting plan, be financially sound, of good character, and approved by DOW OSBP.
- Mandatory: Active SAM.gov registration is required for all participants.
Technical Priorities & Developmental Assistance
DCSA's core technical priorities include:
- Modernizing IT Infrastructure and Cloud Optimization: Accelerating NBIS delivery, DISS cloud migration, and system modernization using MOSA.
- Data Integration and Advanced Analytics: Enhancing data-driven decision-making, implementing AI/ML, and automating data ingestion.
- Cyber and Industrial Security: Protecting DIB, enhancing Behavioral Threat Analysis Capability (BTAC), and strengthening Zero Trust Architecture.
- Digital Workforce and Governance: Developing digital skills and establishing enterprise-wide IT, data, and cybersecurity governance.
Allowable developmental assistance includes technical/engineering support (must be >=50% of costs), business development, federal contract language training, Facility Clearance (FCL) sponsorship, personnel security training, cybersecurity compliance (NIST/CMMC), insider threat program setup, DCAA-compliant accounting, proposal development support, FOCI mitigation, and IT systems enhancement.
Submission Process & Evaluation
This is a two-phase submission process:
- Phase 1 (White Paper): Firms must submit a white paper (using Attachment 1 template, 15 pages max) summarizing technical and cost information. Submissions are accepted on a rolling basis, with quarterly review cycles ending March 29, June 30, September 30, December 31, and March 31. White papers are due no later than 5 p.m. ET, 30 calendar days from the announcement date for immediate review.
- Phase 2 (Final Proposal): Only selected white paper submitters will receive a Request for Proposal (RFP) and must submit a final proposal within 30 calendar days of notification. This includes an updated white paper, Statement of Work, comprehensive technical approach, and fully disclosed cost proposal.
- Optional: Protégé Pilot Initiative (PPI) applications (Attachment 3) can be submitted in Phase II, proposing projects up to 25% of the annual budget.

Contract Details & Important Notes
Agreements will be Reimbursable Mentor-Protégé Agreements (MPAs), capped at three (3) years/36 months (typically a 12-month base with two 12-month options). No Credit or Hybrid agreements will be accepted. All costs for preparing and submitting proposals are the sole responsibility of the Mentor and Protégé. Cybersecurity compliance (NIST SP 800 / CMMC Level I) is not reimbursable, but Project Spectrum is recommended for no-cost assistance.
