Purpose and Context
This event is for information and planning purposes only and is not a solicitation. DHA seeks to address challenges arising from the consolidation of Military Treatment Facilities (MTFs), which resulted in decentralized and non-interoperable care coordination processes. DHA provides direct and purchased network care to 9.6 million beneficiaries globally and aims to improve care coordination and increase services for Medicare-Eligible Retiree Health Care Fund (MERHCF) beneficiaries.
Scope of Requested Capabilities
DHA is interested in proven successes and innovations across three core RC3 pillars:
- Appointing: Omnichannel patient scheduling, advanced optimization algorithms, automated waitlist management, and intelligent appointment reminders.
- Centralized Referral Management: Automated routing, end-to-end tracking, streamlined authorization workflows, managed care support for direct and network specialty care, and interoperability with diversion capabilities.
- Care Coordination: Patient navigation, continuity of care tracking, performance metrics for population health outcomes, seamless transitions between direct and purchased network care, and maximization of MERHCF patients.

Industry partners are encouraged to present solutions addressing detailed questions, including:
- Enterprise Healthcare Appointment Scheduling & Referral Management: Solutions for large, geographically dispersed populations and integrated care coordination with health entities.
- Real-time Availability & Care Coordination Models: Providing real-time appointment availability, models for high-utilization beneficiaries, and mental health referrals.
- Beneficiary Recapture & Compliance: Processes for supporting beneficiary recapture, translating private sector methods to government, and documenting compliance at scale.
- Workforce Transitions & Consolidation Risks: Strategies for managing workforce transitions, retaining institutional knowledge, and mitigating risks during large-scale healthcare service consolidations.
- Consolidation Approaches & Performance Measurement: Descriptions of successful phased, simultaneous, or hybrid consolidation approaches, and the use of KPIs, SLAs, and meaningful metrics for care coordination effectiveness.
- Data Architecture & Predictive Modeling: Capabilities for enterprise reporting, real-time dashboards, oversight support, and predictive demand modeling for appointing, referral patterns, and care gap identification.
