The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC), on behalf of the Department of War (DoW) WIRE Directorate, intends to issue a competitive Cornerstone Initiative Request (CIR) for the Defense Industrial Base Accelerator (DIBX) – Pitch Competition. This Special Notice outlines a future opportunity to enhance industrial base resilience.
Scope of Work
The project call seeks to strengthen the U.S. Manufacturing and Defense Industrial Base by focusing on three key areas:
- Strategic and Critical Materials
- Expeditionary Manufacturing of Electronics
- Fuel Distribution
The primary goal is to sustain and enhance vital DIB capabilities, mitigate supply chain risks, and scale domestic production capacity to meet DoW needs.
Contract & Timeline
This initiative will be conducted through a three-phase approach, with down-selection after the first two phases, leading to fixed Other Transaction Agreement (OTA) awards after the third phase. Awards are subject to funding. The estimated period of performance is 24 months, with the potential for a non-competitive follow-on production OT after a successful prototype.
Any awarded OT will incorporate specific clauses: FAR 52.204-25 (Prohibition on Contracting for Certain Telecommunications), DFARS 252.232-7006 (WAWF Payment Instructions), and DFARS 252.204-7012 (Safeguarding Covered Defense Information).

Eligibility
The CIR is restricted to Cornerstone Consortium members only. To be eligible, entities must:
- Have an active registration in SAM.gov.
- Maintain a favorable status in Federal Awardee Performance and Integrity Information Systems (FAPIIS).
- Be members of the Cornerstone Consortium with a signed Cornerstone Consortium Management Agreement.
- Have begun the membership process for their proposal to be reviewed.
