Quick Summary
The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ) is conducting market research via a Sources Sought notice to identify potential small business sources for the delivery of bulk medical grade helium (HE) and carbon dioxide (CO2), along with the rental of 2,000-liter CO2 micro-bulk storage tanks with telemetry. This requirement is for the Naval Diving and Salvage Training Center (NDSTC) in Panama City, Florida. Responses are due by May 4, 2026.
Scope of Work
The requirement involves providing bulk medical grade HE and CO2 to support dive training and evaluation for over 1,200 joint service students annually at NDSTC.
- Helium (HE): Delivery of approximately 45,000 standard cubic feet of bulk HE per delivery (potential for two annually), meeting US Navy Divers Compressed Helium Breathing Purity Requirements (MIL-PRF-27407). The vendor will transfer HE into government-owned tanks.
- Carbon Dioxide (CO2): Rental of two onsite CO2 micro-bulk storage tanks (PERMA CYL 1000 and PERMA CYL 2000) including general maintenance, urgent repairs, and telemetry monitoring. Anticipated annual CO2 requirement is approximately 68,000 lbs, with deliveries 2-3 times per month.
- Performance Standards: CO2 telemetry units will monitor tank levels and communicate with the vendor for low levels. Prompt remedy of trouble calls and gas requests is required to maintain optimum pool chemical levels for continuous dive training.
