• Offerors must provide a detailed line-item estimate, identifying quantity, unit of measure, material costs, and labor costs for each line item. Lump sum pricing is not acceptable unless specific exceptions are met.

• The estimated period of performance is from June 25, 2026, to February 20, 2027.

• Inspection and acceptance of deliverables will be performed by the Point of Contact (POC) in the contract award.

• Site Visit: Monday, June 1, 2026, at 9:00 AM PDT. Attendees must register by May 27, 2026.

• Questions Due: No later than 12:00 PM PDT, Friday, June 5, 2026.

• Quotes Due: No later than 12:00 PM PDT, Wednesday, June 17, 2026.

• Evaluation Process: Sequential, phased evaluation:

  • Phase 1: Price Ranking: Proposals ranked by Total Evaluated Price (reasonable and complete).
  • Phase 2: Technical Capability: Evaluated on an "Acceptable" or "Unacceptable" basis against PWS minimum requirements.
  • Phase 3: Past Performance: Assessed based on recent and relevant projects (last 5 years) and performance risk.

• Award Decision Logic: Award will be made to the responsible offeror whose proposal is most advantageous, considering price, technical capability, and past performance. Price and Past Performance are approximately equal in importance.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) details the requirements for the demolition of Buildings 13140 and 13143 at Vandenberg SFB, CA. The contractor shall furnish all labor, materials, equipment, and supervision necessary for the complete demolition of these structures, including associated facilities, slabs, sidewalks, and removal of all debris.

• Demolition: Complete demolition of Building 13140 (Thor Dormitory) and Building 13143 (Mechanical Support Building), including all interior and exterior elements (walls, ceilings, floors, roofs, doors, windows, furnishings, and equipment).

• Hazardous Material Abatement: Identification, abatement, and proper disposal of Asbestos Containing Materials (ACM) and Lead-Based Paint (LBP) found within the buildings, in full compliance with applicable regulations (NESHAP, SBCAPCD, OSHA).

• Utility Termination: Termination and capping of all electrical, water, sewer, gas, and communication lines to a depth of 18 inches below grade.

• Site Restoration: Backfilling, compaction to 90% grade, and re-vegetation (hydroseeding) of the site. Includes a one-year warranty period for the restored area with monthly visits and re-seeding as necessary.

• Pre-Activity Planning: Submission and Government approval of Project Management, Accident Prevention, Quality Control, Environmental Protection, and Demolition plans at least 28 days prior to mobilization.

• Hazardous Material Survey: A certified, independent third-party survey for ACM and LBP is required. Survey results must be provided to the 30 CES/CEIEC Toxics Manager.

• Abatement & Disposal: 100% removal and proper disposal of all identified hazardous materials. Accurate disposal manifests are required.

• Demolition: 100% demolition of structures, slabs, and equipment. Site must be clear of debris upon completion.

• Utility Termination: 100% compliance with termination standards. As-built drawings and GIS data of cut/cap locations must be submitted within 14 days of work completion.

• Site Restoration: 90% compaction achieved, verified by testing. Successful vegetation growth and maintenance for the one-year warranty period.

• Project Management & Reporting: All deliverables (schedules, reports, MSRs, meeting minutes) must be submitted on time, accurately, and completely. Bi-weekly progress meetings are required.

• Period of Performance (PoP): 240 days.

• Place of Performance: Vandenberg SFB, CA.

• Asbestos Survey: An Asbestos Survey must be performed by a Certified Asbestos Consultant prior to any work. The contractor cannot be the same entity that conducted the survey.

• Notifications: Required notifications for hazardous material abatement and demolition must be submitted and approved.

• Work Clearance: An AF Form 103 Work Clearance form is required.

• Environmental Requirements: Adherence to Vandenberg AFB Environmental Specifications Section 01 57 20. Demolition activities must occur during the bird non-nesting season (August 15 - February 15).

• Contact local utility locating service a minimum of 48 hours prior to excavating.

• Notify the Contracting Officer at least 5 days prior to starting excavation work.

• Salvage material and equipment designated by the Contracting Officer. Segregate, itemize, deliver, and off-load salvaged property to a Government-designated storage area within 20 miles of the construction site.

• Provide a Salvage Plan detailing salvaged material/equipment and storage location.

• Maintain property control records for salvaged material/equipment.

• Use a Contracting Officer-approved property control system.
