Scope of Work

The contractor will perform removal, demolition, and restoration activities at the CZQ VOR facility in Clovis, CA. Key tasks include:

• Removal of environmental hazards.
• Demolition or removal of specific onsite structures and infrastructure.
• Restoration of disturbed areas to approximate original grade.
• Compliance with Federal, State, and local requirements, adhering to the most stringent.
• Protection of remaining site infrastructure and repair of any damage.
• Location and marking of underground/aboveground utilities prior to excavation.
• Segregation and disposal/recycling of demolition debris, including hazardous materials.
• Submission of a draft Work Plan (including Site Safety and Health Plan, Risk Management Plan) within 10 business days of kickoff, and a final Work Plan within 5 business days of government comments.
• Submission of a closeout report.

Contract Details

• Contract Type: Firm Fixed-Price (FFP) purchase order for CLIN 00100.
• Period of Performance: From date of award to September 30, 2026, with on-site demolition and restoration activities to be completed by September 1, 2026.
• Place of Performance: CZQ VOR – Clovis, CA.
• Set-Aside: Total Small Business Set-Aside (FAR 19.5).
• Product/Service Code: F999 - Other Environmental Services, Studies, And Analytical Support.

Submission & Evaluation

• Proposal Submission Deadline: June 17, 2026, at 2:00 PM ET.
• Questions Deadline: June 11, 2026, at 1:00 PM ET.
• Proposals must be submitted via email to roland.regan@dot.gov, citing Solicitation Number 6913G626R200005 and including the SAM UEI number.
• Proposal Format: Must include pricing backup (detailed cost buildup for FFP CLIN 00100), an all-inclusive price explanation, a 2-page technical narrative per CLIN, and Past Performance.
• Basis for Award: Descending order of importance: Prices (cost buildup), Schedule, Technical explanation, and Past Performance.
• Evaluation: Award will be made to the responsible Offeror whose offer is most advantageous, considering price and other factors.
