Statement of Work (SOW)

To procure five (5) endodontic microscopes for the Naval Branch Dental Clinic at Naval Base San Diego to enhance visualization during procedures.

• Provide five (5) commercially available Dental and Endodontic Microscopes.

• Provide five (5) Extender and Beam Splitters (20%:80%).

• Provide five (5) Binocular Rotation Rings.

• Microscopes must have a continuous zoom feature (1-20x magnification) without light reduction.

• Integrated 4K camera module for imaging onto a screen.

• HDMI feed to operating room screen with 1:1 representation of the operator's view.

• Integrated LED illumination.

• Varioscope range of 200mm-460mm.

• 12.5x inclinable binoculars.

• Include 1000mm second arm and wall mount stand.

• Must be wall-mounted for safety.

• Ergonomic features to reduce neck and back injuries.

• Must operate on 120 volts.

• Items must conform to industry standards and include manufacturer's literature verifying conformance.

• Delivery Location: Naval Branch Dental Clinic – Naval Base San Diego, Endodontic Dental Department, 2310 Craven Street, Building 3230, San Diego, CA 92136.

• Delivery Schedule: Within 90 Days After Receipt of Order (ARO).

• Partial shipments may be accepted if approved in writing.

• Packaging & Marking: According to commercial standards, clearly marked with contract number and item description.

• Conformance: Items must be new, commercially acceptable, and conform to performance specifications.

• Inspection & Acceptance: Government reserves the right to inspect deliveries; non-conforming items will be rejected.

• Warranties: Minimum 1 Year manufacturer warranty required; must be on the quote.

• Invoices must reference the contract number.

• Submit invoices via Wide Area Work Flow (WAWF).

• Payment processed upon Government acceptance of delivered items.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial items, issued as a Request for Quote (RFQ) under solicitation number HT941026Q2027. The Defense Health Agency Contracting Activity (DHACA) is seeking responses from qualified sources to provide five (5) endodontic microscopes for the Endodontic Dental Department at Naval Medical Center San Diego, Naval Base San Diego, CA. This acquisition is a 100% set-aside for small businesses.

• Endodontic Microscopes (5 each): Must have a continuous zoom feature (1-20x magnification without light reduction), integrated 4K camera module for projection onto a screen, 1:1 High-Definition Multimedia Interface (HDMI) feed, 200mm-460mm Varioscope, 12.5x inclinable binoculars, 1000mm second arm, and wall mount. Ergonomic features to reduce neck/back injuries are required. Must be 120 volts and wall-mounted.

• Extender and Beam Splitter (5 each): 20%:80% ratio.

• Binocular Rotation Ring (5 each):

• All items are to be delivered 90 Days After Receipt of Order (ARO).

• Contract type: Firm-Fixed-Price (FFP).

• Delivery: FOB Destination.

• Submission Deadline: Quotes must be received no later than 10:00 AM Pacific on 23 April 2026.

• Submission Method: Electronic submission via email to Mr. Cha-on Gordon and Ms. Khay Esguerra in a single PDF file.

• Evaluation Factors: Award will be made on a "Technical Capability Price Tradeoff" basis. Factors include:

  1. Delivery Requirement (Acceptable/Unacceptable, based on SPRS records).
  2. Technical Capability (rated Outstanding, Good, Acceptable, Marginal, Unacceptable).
  3. Price.

• Technical Capability and Price are approximately equal in importance. Delivery Requirement is critical; an unacceptable rating will make the quote ineligible for award.

• Offerors must be an original equipment manufacturer (OEM), authorized dealer, distributor, or reseller, verified by OEM authorization.

• This acquisition is a 100% set-aside for small businesses.

• NAICS Code: 339114 (Dental Equipment and Supplies Manufacturing), size standard 750 employees.

• Questions regarding the RFQ must be submitted via email by 10:00 AM Pacific on 16 April 2026.

• Questions and answers will be posted as an attachment.

• Offerors must include OEM-certification or authorized dealer/distributor/reseller documentation.

• A Quote Sheet (Attachment 2) must be used for pricing submission.
