Wage Determination

This document is a Wage Determination (WD 2015-5593, Revision 30) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It establishes the minimum wage rates and fringe benefits required for various occupations performing work under the Service Contract Act in Nevada County, Clark, Nevada.

• Applicability: This wage determination applies to contracts covered by the Service Contract Act.
• Occupational Listings: The document provides a comprehensive list of occupations with corresponding minimum hourly wage rates and required fringe benefits.
• Fringe Benefits: Fringe benefits are required and follow the occupational listing. Specific rates for Health & Welfare are provided ($5.55 per hour or $222.00 per week).
• Executive Orders:
  • EO 13706 (Paid Sick Leave): Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually. This is separate from SCA obligations.
  • EO 13658 (Minimum Wage): For contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed/extended after January 30, 2022), covered workers must be paid at least $13.30 per hour (or the higher wage determination rate) for work performed in 2025. This rate is adjusted annually.
• Hazardous Pay: Differentials are provided for work involving ordnance, explosives, and incendiary materials (8% for high hazard, 4% for low hazard).
• Uniform Allowance: If uniforms are required, contractors must furnish them or reimburse employees for the cost, including maintenance ($3.35 per week for cleaning/maintenance, unless "wash and wear" materials are used).
• Conformance Process: Outlines the procedure for classifying and determining wage rates for occupations not listed in the determination, requiring contractor submission of a Standard Form 1444 (SF-1444) for approval.
• Vacation and Holidays: Specifies paid vacation (2 weeks after 1 year, 3 weeks after 5 years, 4 weeks after 15 years) and a minimum of eleven paid holidays per year.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for catered lunch meals to the Nevada National Guard during annual training at multiple locations in the Las Vegas, NV area.

• Provide buffet-style catered meals, including setup and portion service instructions.

• Deliver meals to specified locations according to a schedule.

• Provide personnel, equipment, supplies, facilities, transportation, tools, and materials.

• Deliver approximately 1,178 standard meals between June 4-20, 2026.

• Meals to be ready by 12:00 PM, with consumption from 12:15 PM to 1:15 PM.

• Specific meal quantities and delivery locations are detailed in schedules.

• Meals must be ready by 12:00 PM, 100% of the time.

• Meals must meet portion, variety, and caloric standards (1400-1700 calories).

• Meals must be prepared and maintained at proper temperatures.

• Sodium-free seasonings (no MSG) and appropriate condiments are required.

• Lunch entrees must include at least one lower-fat option and one vegetarian option.

• Breads should include a whole grain option.

• Standard beverages are required, with specific options for carbonated and non-carbonated drinks, and coffee.

• Contractor must have a quality control program to ensure services meet requirements.

• Period of Performance: June 4-20, 2026.

• Places of Performance: Multiple locations in the Las Vegas, NV area, as detailed in the schedules (AASF Las Vegas, Henderson Armory, LVRC).

• Firm Fixed Price contract type.

• Contractor must provide a contract manager and alternate.

• Contractor employees must identify themselves as such.

• Contractor must coordinate with the government representative for access and delivery procedures.

• Services to be performed in accordance with industry standards and local laws.

• Recognized Holiday: Juneteenth (June 19, 2026).

• Hours of Operation: 5:00 AM to 8:00 PM, June 6-20, 2026, except Federal holidays or facility closures.

• The contract will be awarded to the responsible offeror whose quotation is most advantageous to the Government, considering timeliness, price, technical capability, and compliance with solicitation and PWS requirements. Past performance is not required but may be checked.

• Offer Due Date/Local Time: May 05, 2026, 11:30 PM.

• Award will be made to the lowest priced offeror quotation that meets the requirements with a fair and reasonable price.

• Quotations must be valid for at least 15 days after the solicitation close date.
