The renovation will increase the square footage from 87,449 SF to 104,132 SF and address substandard building systems. Key deliverables include record shop drawings, and CMMC Level 1 (Self-Assessment) Requirements apply.

Contract Details

This is a task order under an existing IDIQ MACC. The estimated price range for this project is $25,000,000 to $100,000,000. The time for completion is 716 calendar days from the date of award (including 15 days for bond approval). Liquidated damages are set at $33,293.88 per calendar day of delay. A bid guarantee of 20% of the proposed price or $3,000,000 (whichever is less) is required, with Performance and Payment Bonds due within 10 calendar days after award.

Eligibility & Set-Aside

This solicitation is restricted to MACC contract holders under the Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) N40085-21-D-0079 through N40085-21-D-0086. No general set-aside applies.

Submission & Evaluation

Proposals are due on Monday, June 8, 2026, at 02:00 PM ET. Submissions must be made electronically via The Procurement Integrated Enterprise Environment (PIEE) Solicitation Module only; late proposals will not be accepted. Evaluation will follow a Best Value Tradeoff selection process, considering Price, Factor 1 (Management Approach and Schedule), and Factor 2 (Past Performance). Technical factors (Factor 1 and Factor 2) are of equal importance, and combined non-price factors are approximately equal to price. Pre-Proposal Inquiries (PPIs) must be submitted in writing via email to Ashlee Beggs by 10 calendar days prior to the proposal due date, using the provided PPI form (Attachment F).
