Quick Summary

The Department of the Navy / NAVFACSYSCOM MID-ATLANTIC is soliciting proposals for a Design-Bid-Build (DBB) project for the P1102 Weapons Magazine and Ordnance Operations Facility at Naval Submarine Base New London, Groton, Connecticut. This unrestricted acquisition has an estimated magnitude of $200-$250M. Proposals are due by June 25, 2026.

Scope of Work

This project involves the construction of nine (9) high-explosive magazines, including six (6) Containerized Long Weapons Storage (CLWS) magazines, two (2) Box G magazines, and one (1) Box H earth-covered magazine. The scope also includes the construction of a new Ordnance Operations building and a new Sentry building. Extensive site preparation, foundations, electrical, telecommunications, and security systems are required. Demolition of 18 existing magazines, Building 524, and Building 393 is also part of the project. An asbestos analysis report indicates Chrysotile asbestos in the Sentry Post (Building 393), requiring specific handling during demolition.

Evaluation & Submission

Proposals will be evaluated using a tradeoff process, considering both price and non-cost/price factors. Non-cost/price factors include:

  • Corporate Experience (Factor 1): Significant revisions in Amendment 0005 introduce alternative pathways for demonstrating relevant experience, particularly for Category A (Weapons Magazines) and Category C (Demolition).
  • Management Approach and Schedule (Factor 2)
  • Safety (Factor 3)
  • Past Performance (Factor 4): PPQs from prior solicitations are acceptable.
  • Small Business Utilization and Participation (Factor 5): A minimum total small business subcontracting requirement of 20% is noted. Offerors must use updated Attachments F and G.

Technical factors (1, 2, 3, and 5) are of equal importance and, combined, are equal in importance to Past Performance (Factor 4). Technical and Past Performance combined are approximately equal to price. A bid bond of 20% of the total project bid price or $3M, whichever is less, is required. Offerors must be registered in SAM.gov and submit proposals via the PIEE Solicitation Module. Financial statements can be submitted as a separate password-protected file in PIEE.

Key Amendments & Clarifications

Multiple amendments have been issued, extending the proposal due date from the original April 30, 2026, to the current June 25, 2026. Amendment 0005 specifically updated evaluation criteria for corporate experience. Pre-proposal inquiries have clarified technical requirements, confirmed the denial of a second site visit, and provided details on wage determinations and site access procedures (SECNAV 5512 form).
