Procurement Process & Evaluation
This is a two-phase Design-Build procurement.
- Phase I evaluates non-price factors: Technical Approach, Experience, Safety, and Past Performance.
- Phase II evaluates non-price factors: Technical Solution, Small Business Utilization and Participation, and Price.
- A maximum of three offerors will be selected for Phase II.
- Proposals will be evaluated on a best-value tradeoff basis, with non-price factors significantly more important than price.
