New facilities will feature community and service core areas (laundry, vending, multi-purpose rooms, kitchens, administrative offices, etc.) and a recreation shelter. The scope also includes site improvements, pavements, landscaping, utilities, and compliance with sustainability, stormwater management, energy efficiency, and building commissioning requirements. CMMC Level 1 (Self) requirements are included.

Submission & Evaluation

This is a two-phase procurement.

  • Phase I evaluated non-price factors: Technical Approach, Experience (recency extended to 15 years, 95% complete projects considered), Safety, and Past Performance.
  • Phase II (for selected offerors) evaluates Technical Solution, Small Business Utilization and Participation, and Price.
  • Evaluation: Best-value tradeoff, with non-price factors significantly more important than price. A maximum of three offerors will be selected for Phase II.
  • Stipend: A compensatory stipend of $200,000 will be provided to unsuccessful Offerors participating in Phase II.
  • Submission: Offers must be submitted electronically via PIEE. Prospective offerors must be registered in SAM.gov.
  • Bond: A bid bond (SF-24) of 20% of the total project bid price, or $3M (whichever is less), is required.
  • Small Business Participation: A minimum 20% total small business subcontracting requirement is specified in Attachment F. Large businesses must submit an Individual Small Business Subcontracting Plan (Attachment G).

Environmental & Geotechnical Considerations

Recent amendments highlight critical environmental requirements:

  • Surplus Soils Disposal: All surplus soil media must be anticipated as contaminant impacted (including PFAS/PFOA, petroleum, metals, VOC's, and PAH's) and disposed of at a licensed, permitted facility.
  • Dewatering: Construction dewatering effluent must be anticipated as contaminant impacted and treated to non-detect levels prior to discharge. Detailed Site Characterization Reports (SCRs) for both Hadnot Point and French Creek provide extensive geotechnical, subsurface, and environmental data, including laboratory analysis for various contaminants.
