Quick Summary
The U.S. Army Corps of Engineers (USACE), Tulsa District, is issuing a solicitation (W912BV26RA021) for on-ramping procedures to its existing Design-Build, Design-Bid-Build, Small Business/Unrestricted (SBUR) Vertical Construction Multi-Award Task Order Contract (MATOC). The purpose is to add up to four (4) new firms to the Unrestricted pool of the MATOC, ensuring an adequate number of Indefinite Delivery Contract (IDC) holders. Proposals are due June 1, 2026.
Scope of Work
This MATOC covers vertical construction services, including design, new construction, repair, and alteration of various building types. The primary areas of performance are military installations in Oklahoma and north Texas. The relevant NAICS Code is 236220 – Commercial and Institutional Building Construction. The overall MATOC has a value of $495 million.
Contract Details
This is an on-ramping opportunity for an existing MATOC. While the original MATOC included a Small Business Reserve, this specific solicitation is focused on expanding the Unrestricted pool. Small businesses submitting proposals will be evaluated under the same criteria as unrestricted offerors and will not receive a small business preference; they will compete as part of the unrestricted pool. No additional firms will be on-ramped to the Small Business Reserve Pool at this time. Current IDC holders include Ross Group Construction Corporation, Gideon Contracting, Southwind Construction Services, Sea Pac Engineering Inc., and Bristol Design Build Services, LLC. Offerors must demonstrate an aggregate bonding capacity of twice the maximum Task Order size.
