Evaluation
This is a two-phase Design/Build procurement utilizing a Best Value Tradeoff source selection process.
- Phase I: Evaluation focuses on Past Performance (Prime Contractor and A/E Designer of Record), Technical Approach for Design/Build, and Pro Forma information (bonding and financial capability). A target of five (5) most highly qualified offerors will be invited to Phase II.
- Phase II: Invited offerors will submit additional information for evaluation, including Design Narrative, Management Plan, Schedule Narrative, and Price. (Note: Phase II factors are subject to change). All evaluation factors, other than cost or price, are considered approximately equal to cost or price. The Government intends to award without discussions but reserves the right to conduct them.
