Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain multiple award blanket purchase agreements (BPAs) for jail space to detain illegal subjects awaiting deportation proceedings, held as material witnesses, or charged with or convicted of Federal law violations.

• Provide secure custody, care, and safekeeping of federal detainees in accordance with state, local laws, standards, policies, procedures, or court orders.

• Meet minimum standard requirements of the U.S. Marshals Service for facility operations.

• House detainees considered a risk of flight, a danger to the community, or wanted by other jurisdictions.

• Provide housing, safekeeping, and subsistence for adult male and female federal detainees.

• Serve three nutritionally balanced meals daily, accommodating religious and medical dietary needs.

• Allow agency access to the facility and detainees, including financial records, for three years prior to request.

• Provide full medical care inside the detention facility, equivalent to state and local detainee care. The contractor is financially responsible for this care.

• Notify the agency of any activity likely to result in litigation or alleged criminal activity.

• Immediately notify the agency of any detainee escape and use all reasonable means to apprehend them.

• Comply with the CBP Prison Rape Elimination Act (PREA).

• Detainees will be transferred to designated detention centers in Albany County, NY; Clinton County, NY; Franklin County, NY; Montgomery County, NY; Rensselaer County, NY; Schenectady County, NY; Coos County, NH; and Vermont Department of Corrections, VT.

• The contractor shall bill the federal government per diem rate established by the MOU, adjusted annually.

• Complete "Trip Tickets" for each inmate billed.

• Period of Performance: Five Service Years, from Date of Award through July 31, 2030.

• Place of Performance: Designated SWB Sector stations including Ogdensburg, NY; Massena, NY; Burke, NY; Champlain, NY; Swanton, VT; Richford, VT; Newport, VT; and Beecher Falls, VT.

• Applicable documents include HSAR clauses related to Safeguarding of Controlled Unclassified Information, Notification and Credit Monitoring for PII Incidents, Information Technology Security Awareness Training, Privacy Training, Contractor Employee Access, and clauses regarding sensitive information.

• No Government Furnished Property will be provided.
