Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a contract for comprehensive on-site heavy equipment tire and rubber track replacement services for Death Valley National Park, addressing the extreme desert environment's impact on equipment.

Furnish all labor, certified technicians, specialized vehicles (DOT-compliant heavy-duty boom truck), equipment, consumables, PPE, replacement tires, replacement tracks, and incidentals for the removal and replacement of tires and tracks on various park equipment, including:

• Wheel Loaders (Cat 950K, Cat 924G, Volvo L90H)
• Motor Graders (Cat 140M2, John Deere 672G x2)
• Equipment Trailer (Landoll 318D)
• Skip Loader (John Deere 210K)
• Backhoes (John Deere 410J, Cat 430)
• Mini Excavator (Cat 305E2 - rubber tracks)

Work includes pre-service inspection, procurement, delivery, mobilization, safe demounting, rim inspection, mounting, inflation in OSHA-compliant restraining devices, torquing, track installation, undercarriage inspection, and disposal of removed tires.

• All replacement tires and tracks must meet or exceed OEM specifications and be suitable for severe desert conditions (temperatures >120°F, abrasive sand, alkaline dust).

• Specific construction and tread classifications are required for different equipment types (e.g., radial for motor graders, bias ply for wheel loaders, R4 industrial for backhoes/skip loaders, highway-rated radial for trailers, heat-resistant rubber for mini excavator tracks).

• Final tread design requires COR approval.

• A minimum 12-month warranty is required for all parts and services.

• Period of Performance: 120 calendar days from award (approx. June 22, 2026 – October 20, 2026).

• Location: Death Valley National Park – Various Maintenance Facilities and Remote Field Locations.

• Compliance with OSHA, ANSI/ASME, ASTM, NFPA, FMCSA, and SAE standards.

• Contractor must provide a Heat Illness Prevention Plan.
