This document is a Technical Capability Statement that vendors must complete and submit with their quote to be considered for award. It requires vendors to certify that the item they are quoting meets the specified capabilities, features, and specifications, and that they can assume all contractor responsibilities.

• Certification: A section for the vendor to initial, certifying that their item meets or exceeds all specifications and contractor responsibilities without exception.
• Date: A field for the date of certification.

Vendors must carefully review the specifications for CLIN 0001, confirm they can meet the requirements without substitution, and complete the certification section accurately. Failure to submit this completed form with the quote may result in the quote not being considered for award. The marking and shipping instructions are also critical for compliance.

Solicitation / RFP / RFQ

This solicitation is for the procurement of DEWATERING PANEL, Swagelok P/N DIBRT-100625-Dewater-PNL. The government is procuring three (3) units of this item.

• The primary deliverable is the "DEWATERING PANEL, Swagelok P/N: DIBRT-100625-DEWATER-PNL".

• No substitutes are allowed.

• The item must be mercury-free.

• A Certificate of Compliance is required.

• The item must have the correct P/N clearly marked on it.

• The Purchase Order Number must be clearly marked on the exterior of the shipping container.

• Packaging must be in accordance with ASTM-D-3951-18, Standard Practice for Commercial Packing.

• Unique item identification is required for the Dewatering Panel (CLIN 0001) as per DFARS 252.211-7003.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: June 19, 2026, to September 18, 2026.

• Offer Due Date: May 29, 2026, at 01:00 PM.

• Technical Submission (Attachment 1, Technical Capability Statement) must be filled out and submitted along with pricing.

• Technical ratings will be acceptable or unacceptable.

• Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered, using a "Lowest Price Technically Acceptable" evaluation.

• This acquisition is unrestricted.

• NAICS Code: 332912 (Fluid Power Cylinder and Actuator Manufacturing).

• The solicitation issue date is May 22, 2026.

• Payment will be made via Wide Area WorkFlow (WAWF).

• Delivery is FOB Destination to Norfolk Naval Shipyard.
