This amendment cancels the solicitation (36C24626Q0347) to redefine the scope of the requirement. A new solicitation will be reissued in the near future.

This amendment impacts the overall solicitation, effectively canceling it.

All previous submission deadlines and requirements are nullified due to the cancellation of this solicitation. Offerors should await the new solicitation.

Amendment / Modification

This amendment addresses questions from potential quoters regarding the HD Television Services opportunity.

• Local Inserted Channels: The government confirmed that local inserted channels (e.g., Chaplains, Getwell, Care channels) are provided through open channels in the lineup, in addition to music channels.
• Current Functionality: All areas within the main hospital are currently working.
• IT Pathway to Fisher Houses: There is no direct IT pathway from the main hospital to the Fisher Houses. A separate satellite is mounted on Building 509, adjacent to the Fisher Houses.
• Building Connectivity: Building 509 has a fiber link to Building 507. Additionally, Building 509 has a COAX connection to Building 514 and the Fisher Houses.

This amendment clarifies information related to the scope and infrastructure of the HD Television Services. No specific sections of the original solicitation are stated as changed or replaced.

There are no changes to the original solicitation, including proposal deadlines or submission requirements.

Solicitation / RFP / RFQ

This solicitation is for High Definition (HD) Television Service for the Richmond VA Medical Center, its two Fisher Houses, and the Emporia Outpatient Clinic. The contract will cover the base year plus four option years.

• Upgrade existing Standard Definition (SD) signal programming to High Definition (HD).

• Provide 300 HD drops at Richmond VA Medical Center.

• Provide 22 HD drops at Richmond VA Medical Center Fisher Houses.

• Provide 1 HD drop at Emporia Outpatient Clinic.

• Contractor is responsible for the signal from the antenna to the Head-In System; the VA is responsible for distribution from the Head-In System.

• Perform annual maintenance on overhead units.

• Provide 24x7x365 on-demand repair services.

• Deliver a specified list of channels to each location (detailed in the SOW).

• Replace all necessary hardware for the SD to HD upgrade.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base year (March 13, 2026 - March 12, 2027) with four (4) one-year option periods.

• Estimated Value: Approximately $44 Million.

• Quotes are due by 10:00 AM EST on March 11, 2026, submitted via email to Tiara White (Tiara.White@va.gov).

• Technical questions are due by 10:00 AM EST on March 10, 2026.

• Award Basis: Lowest Price Technically Acceptable (LPTA).

• Evaluation Factors: Technical/Management Approach, Price.

• Technical Volume: Maximum 25 pages.

• This acquisition is UNRESTRICTED.

• Offerors must be registered and current in the System for Award Management (SAM) at the time of quote submission, award, performance completion, and final payment.

• Standard Form 1449 is used for this solicitation.

• Relevant FAR and VAAR clauses are incorporated by reference.

• A site visit may be conducted on a mutually agreeable date if needed.
