Purpose & Scope
This solicitation seeks to establish a Firm Fixed-Priced BPA for diagnostic reference laboratory services provided on an "As Needed Basis." The objective is to support PIMC in developing patient-specific medical management plans, reducing the risk of cancer or infectious diseases, and improving patient outcomes. Services include non-emergent cancer or infectious disease testing, cellular analysis, protein identification (Immunohistochemistry), DNA/RNA analysis (PCR, in-situ hybridization), and Flow Cytometry. All services will be performed off-site at the contractor's facility. Contractors must be CLIA Licensed and Laboratory Accreditation Certified.
Contract Details & Period of Performance
The Government anticipates awarding a single or multiple Blanket Purchase Agreement(s) (BPA) with a Firm Fixed-Priced structure. The contract will have a base period from June 1, 2026, to May 31, 2027, with four (4) one-year option periods, for a total potential duration of five years. Pricing must be all-inclusive, covering all costs such as travel, labor, supplies, materials, and taxes.
Submission Requirements
Proposals must be submitted electronically in PDF format to the Contract Specialist, Dale C Clark (dale.clark@ihs.gov), by May 5, 2026, at 1:00 PM MST.
- Technical Proposal: Shall not exceed 10 pages and must address Technical Approach, Staffing Plan, Quality Control, and Safety and Infection Control Compliance.
- Past Performance: Offerors must provide a minimum of two (2) and a maximum of five (5) recent and relevant past performance references.
- Price Proposal: Must complete the CLIN pricing schedule, including all labor, materials, equipment, overhead, profit, and disposal costs. Attachment A provides a framework for the required pricing structure.
Evaluation Factors
Award will be based on a best value determination. Technical Capability and Past Performance (combined) are significantly more important than Price. Price will become more important as technical proposals become more equal. Offers must remain firm for at least 90 days from the date of receipt.
