Digital Master Controller PLC Replacement and Recommissioning - KHC

This solicitation is for the replacement and recommissioning of the Digital Master Controller (DMC) system's existing PLC at the Kayenta Health Center (KHC) in Kayenta, Arizona. The current DMC system is experiencing an HMI/PLC Communication Failure, leading to a loss of reliable system monitoring and control. The objective is to restore full operational functionality.

• Furnish all labor, materials, equipment, tools, supervision, and transportation for the DMC PLC replacement and recommissioning.

• Provide and install a new OEM-approved PLC compatible with the existing DMC system.

• Load OEM-approved firmware and application programming.

• Configure communication parameters to restore HMI/PLC communications.

• Integrate the new PLC with existing HMIs, alarms, sensors, and field devices.

• Perform point-to-point I/O verification, functional testing, and system commissioning.

• Provide PLC configuration, source code, and backup files.

• Submit commissioning and functional test reports.

• Provide updated system documentation and drawings.

• Comply with manufacturer/OEM requirements, NFPA 70, NFPA 110, OSHA 29 CFR 1910, and facility safety requirements.

• Period of Performance: Award Date through July 31, 2026.

• Work hours: Monday through Friday, 8:00 AM to 5:00 PM, excluding Federal holidays, unless otherwise coordinated.

• Warranty: One (1) year workmanship warranty; manufacturer's standard equipment warranty.

• Proposals will be evaluated based on the following order: Technical capability with prior experience, Price, and Warranty Terms.

• Vendors must demonstrate ability to perform DMC replacement and recommissioning, relevant past performance, technical qualifications of personnel, and prior experience with similar systems.

• Pricing will be evaluated for reasonableness, completeness, and alignment with the scope of work.

• Warranty provisions will be evaluated for clarity, coverage, and duration.

• The acquisition is unrestricted.

• Attachment A - Statement of Work details the full scope of work.

• The solicitation incorporates FAR clauses by reference, including 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation – Commercial Products and Commercial Services).

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing Digital Master Controller (DMC) Programmable Logic Controller (PLC) and recommission the DMC system to restore full operational functionality at the Kayenta Health Care Center (KHC).

• Coordinate project scheduling with the Facility Representative and OEM support.

• Perform a pre-installation site walk-down and review existing documentation.

• Safely de-energize and place the DMC system in a controlled condition.

• Remove the existing faulty PLC and associated components.

• Provide and install a new OEM-approved PLC compatible with the existing DMC system.

• Verify power supply, grounding, and I/O terminations.

• Provide all OEM-required firmware, software, programming tools, and licenses.

• Load OEM-approved firmware and application programming.

• Configure communication parameters to restore HMI/PLC communications.

• Integrate the PLC with existing HMIs, alarms, sensors, and field devices.

• Perform point-to-point I/O verification.

• Conduct functional testing and system commissioning, including alarm verification and communication loss/recovery testing.

• Coordinate system outages with the Facility Representative at least 10 business days in advance.

• Verify alarm functionality and confirm resolution of all communication faults.

• Work must be performed by qualified technicians experienced in generator control systems and PLC programming.

• Compliance with manufacturer/OEM requirements (Cummins DMC systems), NFPA 70, NFPA 110, OSHA 29 CFR 1910, and facility safety/infection control/access requirements.

• Submittals for PLC equipment cut sheets, specifications, programming/configuration approach, and project schedule are required prior to installation.

• Deliverables include PLC configuration, source code, backup files, commissioning/functional test reports, and updated system documentation/drawings.

• Final acceptance is contingent upon successful completion of documented functional testing, COR acceptance, verification of restored HMI/PLC communications, alarm functionality, and fault-free operation for a minimum continuous run period of 2 hours.

• Location: Kayenta Health Care Center, Kayenta, Arizona.

• Period of Performance: Award Date – July 31, 2026.

• Contractor must maintain a quality control program and adhere to site safety requirements, including lockout/tagout procedures.

• Contractor must provide all necessary tools, equipment, and materials.

• A one (1) year workmanship warranty is required, in addition to the manufacturer's standard equipment warranty.

• The contractor shall guarantee proper system functionality and restored HMI/PLC communications upon final acceptance.

This document is the "Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form." It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" (IEE) as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation.

• Self-Certification: Offerors must certify whether they meet the definition of an IEE with "Indian Ownership."
• Eligibility Period: The enterprise must meet the IEE definition throughout the offer period, at contract award, and during the full contract performance period. Notification is required if eligibility is lost.

• Replace the faulty PLC and associated components with a new, OEM-approved PLC compatible with the existing DMC system.

• Load OEM-approved firmware and application programming.

• Configure communication parameters to restore HMI/PLC communications.

• Integrate the new PLC with existing HMIs, alarms, sensors, and field devices.

• Perform point-to-point I/O verification.

• Conduct functional testing, system commissioning, alarm verification, and communication loss/recovery testing.

• Coordinate all required system outages with the Facility Representative, providing a minimum of 10 business days' notice.

• Successful completion based on documented functional testing and COR acceptance.

• Final testing and commissioning witnessed by the COR.

• Verification of restored HMI/PLC communications.

• Alarm functionality verification.

• Fault-free operation under normal conditions for a minimum continuous run period of 2 hours.
