Scope of Work

The selected contractor will furnish all labor, services, materials, and equipment to provide one Dilution Refrigerator (UTQMD) system, adhering strictly to the attached Draft Purchase Order/Contract and Technical Specification No. SPC-UTQMD-CFN-001. Key deliverables include a Program Plan, Technical and Progress Teleconferences, Performance Reports, Preliminary and Final Technical Designs, Equipment Footprint and Laboratory Requirements, Manufacturing/Inspection/Test Plan, Factory Acceptance Testing (FAT), Installation Work Plan, Delivery of the Instrument, and a Site Acceptance Test (SAT) and Commissioning Report. The system must be engineered for safe, user-friendly operation with a proven track record of low-maintenance and low-downtime.

Key Requirements for Offerors

Offerors must demonstrate previous experience in designing, manufacturing, installing, and commissioning cryogen-free dilution refrigerator systems of comparable complexity, providing references for at least five successful deliveries. A robust instrument service engineer network in the United States for warranty support is required. Offerors must also possess a robust Quality Assurance program (ISO 9001 certification or similar) and confirm instruments are OSHA NRTL certified and labeled, including costs for field evaluation if necessary.

Contract Details

This will be a Firm-Fixed Price contract. Payment will be milestone-based upon receipt and approval of certified invoices. The anticipated delivery date is 56 weeks after contract award, by June 2027. Freight terms are FOB Destination, Freight Prepaid. Payment terms are Net 10 for Small Businesses and Net 30 for Large or Foreign Businesses. The Buy American Act applies to this requirement.

Submission & Evaluation

Quotations, including the signed Quotation Pricing Sheet (Enclosure C), must be submitted via email to the Buyer/Contracts Specialist by June 1, 2026. Questions regarding the solicitation are due by May 15, 2026. Award will be made to the responsive and responsible Offeror submitting the lowest total price that meets all technical requirements (Lowest Price Technically Acceptable - LPTA). Offerors must be registered in SAM.gov with a Unique Entity ID (UEI #) and ensure their Representations and Certifications are accurate. A Small Business Subcontracting Plan is required for Offerors certifying as other than small businesses with expected offers exceeding $900,000.
