Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Local Telecommunication Services (LTS) and Long-Distance (LD) for the 159th Fighter Wing and its Geographically Separated Units (GSUs). The objective is to replace existing Emulated SIP (BVoIP) circuits with session initiation protocol (SIP) trunks, supporting 24/7/365 operations.

• Provide all labor, tools, facilities, materials, and services for local access to designated circuit demarcation points.

• Ensure proposed solutions are compatible with the Government's current infrastructure without additional Government expense.

• Adhere to Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DoD), AF, and industry standards.

• Does not authorize aerial cable installations.

• Outages:

  • Scheduled Outages: Notify Government POC 30 days prior, with detailed explanation of downtime and affected users.
  • Unscheduled Outages: Government POC assigns category and priority. Contractor notifies verbally and follows up with documentation.
  • Outage Notification: Must include reason, duration, start/stop times, affected equipment/lines/buildings, and restoration action.
  • Restoration Times:
    • Catastrophic Outage: Respond within 1 hour of notification; updates every 4 hours.
    • Emergency Outage: Respond within 1 hour of notification; restore within 8 hours of response.
    • Serious Outage: Respond within 1 hour of notification; restore within 24 hours of response.
    • Routine Outage: Respond within 1 hour of notification; restore within 2 calendar days of response.

• Services Summary:

  • Local Access: Continuous operation with 99.9% availability per site.
  • Scheduled Outage Notification: Timely and detailed notification provided 100% of the time.
  • Catastrophic Priority Service Outages: Timely response and restoration provided 100% of the time.
  • Emergency Priority Service Outages: Timely response and restoration provided 100% of the time.

• Services are required for the 159th Fighter Wing and GSUs located in New Orleans, Louisiana, Hammond, LA, Alexandria, LA, and Jackson Barracks, New Orleans, LA.

• Personnel: Contractor is responsible for ensuring sufficient, qualified, and certified personnel.

• GETS Access: Contractor must have NPA (710) in the switch for Government Emergency Telecommunications Service (GETS) access.

• Cutover Plans: Develop and submit an Initial Cutover Plan with the technical quote, and a Final Cutover Plan within 10 working days of contract award.

• Site-Specific Requirements (Appendix 1):

  • Four locations require direct SIP Trunking commercial communications services.
  • 159th Fighter Wing, NAS JRB New Orleans: 48 concurrent call paths, 620 DIDs. Transition Service; Port all existing DIDs.
  • 236th CBCS, Hammond: 12 concurrent call paths, 100 DIDs. Transition Service; Port all existing DIDs.
  • 259th ATCS, Alexandria: 12 concurrent call paths, 60 DIDs. Transition Service; Port all existing DIDs.
  • Jackson Barracks, New Orleans: 12 concurrent call paths, 60 new DIDs. Requires new installation, new circuit, and new equipment.

• Circuits to be Disconnected/Replaced: Existing IP-Flex circuits at NAS JRB, Hammond, and Alexandria will be replaced. Circuit at Pineville will be disconnected separately.

• Public Listings: Provide one public listing per location.

• Telephone Directories: Provide an electronic directory annually in .pdf format.

• E911 Compatibility: Ensure 911 calls reach the appropriate PSAP with the correct physical address, complying with Kari's Law.

Sources Sought Notice

This notice is issued by the Louisiana Air National Guard (LA ANG) to conduct market research for potential sources capable of providing Local Telecommunication Services (LTS) for Session Initiated Protocol (SIP) Trunking. This is for information and planning purposes only and does not constitute a solicitation.

• The services will replace essential Local Telecommunication Services (LTS) and Long-Distance (LD) currently provided via Emulated SIP (BVoIP) circuits with session initiation protocol (SIP) trunks.

• Services will support the 159th Fighter Wing and its Geographically Separated Units (GSUs) 24/7/365.

• The contractor shall provide all labor, tools, facilities, materials, and services needed to perform and provide local access to the designated circuit demarcation point(s).

• Services must include any equipment, wiring, or infrastructure compatible with the Government's current infrastructure without additional Government expense.

• Contract Type: Firm-Fixed Price

• Performance Period: 1 Oct 2026 – 30 Sep 2027, with three one-year option periods through 30 Sep 2030.
