Scope of Work
The contractor will provide qualified personnel, management, supervision, and materials to support the DES Program Office and the Medical Evaluation Board Tracking Office (MEBTO). Key services include:
- Strategic, operational, and tactical analysis, planning, programming, and implementation for DES solutions.
- Enhancing communication, capability building, evidence-based clinical and business decisions, fostering a healthy work environment, and patient advocacy.
- Generating management reports, tracking DES cases, and analyzing performance metrics.
- Assisting with congressional inquiries related to Medical Evaluation Board (MEB) activities.
- Participating in work groups to assess issues and provide recommendations.
- Supporting the drafting and refining of policies, operations orders, and program documents.
- Providing data support and tracking for IDES cases, updating databases, and presenting data.
- Administrative support for the DES Program Office medical advisor, including reviewing fitness for duty cases.
- Medical records management, including timeliness reports and legal corrections.
- Support to the MEBTO in San Antonio for validating, tracking MEBs, and managing case files. Personnel will be predominantly located at the Defense Health Headquarters (DHHQ) in Falls Church, Virginia, and Joint Base San Antonio (JBSA), San Antonio, Texas.

Submission Requirements
Interested parties must submit:
- A Capability Statement (max 15 pages, Ariel 10pt) addressing past work, task management, subcontractor management, technical skills, ability to meet the 50% rule for 8(a) set-asides (if applicable), company profile, and ability to meet DES requirements.
- A completed Market Research Questionnaire.
