Statement of Work (SOW)

To provide Mission Support Technician (MST) personal services and support for the Bureau of Land Management (BLM) during the 2026 Burning Man Event in the Gerlach, Nevada area.

• Provide experienced and trained personnel to staff and operate the BLM portion of the Emergency Dispatch Center (EDC) 24 hours per day.

• Staffing includes: 2 Assistant Center Managers, 3 Lead Mission Support Technicians, and 12 Mission Support Technicians.

• Responsibilities include: providing criminal justice information, coordinating emergency responses, tracking resources, maintaining statistical data, and performing law enforcement communication operations in compliance with federal and state regulations.

• Personnel will operate within the Incident Command System (ICS) structure.

• Services are required for the entire event period: Training, Pre-Event, Main Event, and Post-Event.

• Period of Service: August 22, 2026 through September 9, 2026 (19 days).

• Period of Performance: From Contract Award (estimated June 27, 2026) through December 31, 2026.

• Location: Black Rock Desert near Gerlach, NV, specifically at the BLM Joint Operations Center (BLM JOC).

• Personnel Qualifications: Specific state/federal certifications, training certificates (FEMA, APCO), and experience (e.g., years as a law enforcement dispatcher, supervisory roles) are required for each position (MST, Lead MST, Assistant Center Manager).

• August 21, 2026: Approximate travel arrival in Gerlach, NV.

• August 22, 2026: Arrival at Black Rock Desert; begin on-site training.

• August 25, 2026: Personnel trained/certified by 0500; full dispatch operations begin.

• September 9, 2026: Post-Patrol ends; contractor begins breakdown.

• September 10, 2026: Approximate departure from Gerlach.
