Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals for the Disruption through Intelligent Strategies, Counter Options, and Resilient Defenses (DISCORD) program. This effort seeks to develop an AI-native tactics engine for rapid generation of tactical options from live sensor data and high-fidelity simulation. The goal is to provide commanders with diverse, adaptable strategies to out-pace AI-enabled adversaries. Written proposals are due July 9, 2026.

Program Overview

DISCORD is a 24-month program, organized into two 12-month phases, implementing Ender's Foundry, a warfighting Pace-Setting Project under the Department of War's AI Acceleration Strategy. It aims to create an AI-native approach that continuously adapts to evolving operational environments, producing robust strategies and fostering trust in AI-driven decision support through explainable outcomes. The program seeks to discover a wide range of superior and genuinely diverse strategies, providing commanders with strategic flexibility and freedom to exercise tactical judgment.

Scope of Work / Technical Areas

Proposals should leverage abstraction of physics-based reduced order modeling, AI-driven simulation with edge compute, online model-predictive control, online dynamics learning, recurrence quantification analysis, simulation with live sensor data, and game theory/theory of behavior. The program is structured around three technical areas:

  • TA 1: Asymmetric Advantage Engine – Focuses on reconstructing adversary dynamics using nonlinear time series techniques.
  • TA 2: Human-Machine Teaming – Aims to create an AI that acts as a cognitive partner, improving commander decision-making speed and intent translation.
  • TA 3: Live Adaptation Experimentation – Integrates TA 1 and TA 2 into real-world capabilities for validation.

Notes

This effort involves Controlled Unclassified Information (CUI). A formal request for the CUI addendum is required via Appendix A and email to DISCORD@darpa.mil. Publication and presentation of developed information will require release review through the DARPA DISTAR process; a fundamental research exemption will not be provided.
