Evaluation Criteria

Solution Briefs are first reviewed for conformance. Conforming briefs are evaluated by technical experts based on:

  2. Technical Feasibility: Lower technological risk is favored.
  3. Responsiveness: Solutions directly addressing the AOI are favored.
  4. Viability: Solutions compatible with existing DLA, DoD, and federal policies are favored.
  5. Desirability: Solutions that are easily adaptable, useful, and implementable are favored. Highly rated Solution Briefs may lead to an invitation for a 'Pitch', a 'Full Proposal', or direct negotiation for an award.

Submission Requirements

Offerors must electronically submit unclassified Solution Briefs using the provided template (Attachment 1) by the respective AOI closing dates. Solution Briefs must 'stand alone' and should not include external materials, links, or extraneous documents. Prices and terms must remain valid for 180 calendar days. DLA can only award to a responsible entity per FAR Part 9.

Additional Notes

DLA encourages offerors to frequently check the CSO for new or revised AOIs. Intellectual Property rights, including Government Purpose Rights, Specially Negotiated License Rights, and Unlimited Rights for the U.S. Government, are anticipated for solutions involving technical data.
