Performance Work Statement (PWS)

This PWS outlines the requirements for snow removal services at the Defense Logistics Agency (DLA) Disposition Services (DS) Anchorage facility, located at Joint Base Elmendorf-Richardson (JBER), Alaska. The services are required from October through May annually.

• Primary Areas: DLA DS Anchorage Lot (approx. 175m x 230m) and Dump Lot 906A (approx. 90m x 170m).

• Snow Accumulation Trigger: Removal required when snow accumulation exceeds 3 inches.

• Parking & Sidewalks: Snow and ice removal from employee parking lots and sidewalks leading to building entrances. Deicing materials must be applied to ensure safe pedestrian traction.

• Snow Relocation: Transport snow and ice piles from the DLA DS Anchorage lot to the designated dump lot within 48 hours of each plowing event.

• Clearing Standard: All snow and ice must be removed to bare pavement, without leaving windrows.

• Site Safety: Ensure paved areas are safe for vehicular and pedestrian traffic. Parking curbs and catch basins/storm drains must be kept clear.

• Damage Repair: Contractor is responsible for repairing or replacing any government facilities or property damaged by their personnel.

• Site Visits: Contractor must conduct initial site visits within 10 days of award and annually in September with the COR to validate conditions and areas.

• Sidewalks: Bare pavement, no windrows, deicing applied as needed.

• Parking Lots: Bare pavement, no windrows, safe for traffic.

• Snow Relocation: Completed within 48 hours of plowing.

• Site Inspections: Conducted annually before snow season.

• Period: October through May annually, for a base period of 12 months and two 12-month option periods (totaling up to 3 years).

• Place: DLA DS Anchorage, 12745 Davis Highway, JBER, AK 99506.

• Contract Type: Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) time and materials.

• Hours of Operation: Services to be performed during DLA DS Anchorage hours (0700-1530 Mon-Fri), excluding 11 federal holidays unless approved.

• Base Access: Contractor must coordinate base access for employees and comply with all installation security and traffic regulations.

• Contractor Furnished: Contractor must provide all snow removal equipment, materials (including deicing agents), personal protective equipment (PPE), trained personnel, supervision, and quality control.

• Government Furnished: USG will provide workspace and utilities (if available).

• Equipment Staging: An uncovered staging area inside the fence line will be provided for up to three pieces of contractor equipment. Contractor assumes all risk for equipment staged on-site.

• Spill Responsibility: Contractor is solely responsible for cleanup of any spills or leaks caused by their operations, in compliance with all regulations, at no cost to the USG.

• Invoicing: Monthly via Wide Area Workflow (WAWF).

• Minimum/Maximum: Contract minimum $1500.00; maximum 150% of estimated value. No minimum for option periods.
