This document provides responses to vendor questions regarding Solicitation SP451026Q1021, clarifying various aspects of the solid waste removal and disposal services.

• Subcontractors: DLA DS does not intend to use subcontractors for this contract.
• Past Performance: Past performance references from subcontractors will not be accepted as DLA DS does not intend to have any subcontractors.
• Incumbent Information: Information regarding the previous incumbent contract (SP451025D0024_Pearl Harbor Solid Waste Removal) can be found by searching that contract number. The current solicitation is not a change to the scope from the last, and the contract length is the same.
• Budget: There is no set budget for this solicitation.
• Projected Start Date: Services are planned to begin on July 20, 2026.
• CLIN 0003 Pricing: CLIN 0003 (disposal/incineration) is priced per container, while container delivery and hauling are covered under CLIN 0001.
• Service Areas: Pickup and staging areas are at BLDGS. 490 & 491 and BLDG. 1526 Scrap yard. Containers will only be weighed at BLDG. 1526.
• Container Determination: Pearl Harbor employees (government) will determine the number of containers required.
• Separate Containers: Separate containers are required for different CLINs (industrial solid waste, scrap tires, military textiles).
• Textile Disposal: Military textiles require direct incineration at any licensed and compliant facility, with two DLA employees witnessing destruction. Document 1367 is required, and DLA employees will certify and verify mutilation.
• H POWER/Recycling: Use of H POWER or recycling is encouraged but not mandatory for specific waste streams.
• Scrap Tires: Scrap tires may be recycled through a licensed facility. The requirement includes rimmed and oversized tires, but not contaminated tires.
• Overweight Charges: Overweight container charges are applied per ton if the weight threshold is exceeded. The charge applies only to loads exceeding the maximum tonnage limit stated in the PWS.
• Container Charges: The 15-calendar day period for container onsite charges begins the day after delivery. Extended onsite charges apply only when the government requests the container to remain past 15 days due to government-caused delays.
• Excluded Waste: Hazardous waste, regulated medical waste, liquids, batteries, asbestos, electronic waste, chemicals, fuel-contaminated materials, or other nonstandard waste streams are excluded unless specifically identified or ordered.
• Spills: The contractor is responsible only for spills caused by contractor operations, equipment failure, or handling activity.
• Service Ordering: Services are ordered on an as-needed basis and invoiced monthly through WAWF.

These clarifications do not appear to alter the solicitation's core requirements or submission deadlines but provide essential details for accurate proposal preparation, particularly regarding service execution, container management, and disposal procedures.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Solid Waste Removal services for the Defense Logistics Agency (DLA) Disposition Services (DS) at Pearl Harbor. The objective is to ensure timely, efficient, and effective removal of solid waste to support military services and DLA DS operations.

• Container Services: Provide and maintain approximately three (3) to five (5) 40 cubic yard (CY) uncovered roll-off containers for industrial waste, textiles, and tires. Containers must be accessible and in good condition, free of excessive corrosion, waste residue, graffiti, and offensive odors. Replacement of defective containers is required within two (2) business days.

• Waste Removal: Remove full roll-off containers within two (2) business days of request. Containers must be inspected by the Contractor and DLA DS site POC prior to removal. The USG is not responsible for damages after removal.

• Disposal: Provide disposal services for all solid waste in accordance with local, State, and Federal laws. Disposal at Oahu's H-POWER plant is encouraged to support the zero landfill initiative. Recycling opportunities should be utilized.

• Textile Disposal: Military textiles (including uniforms, clothing, netting, parachutes, harnesses with specific DEMIL codes) must be handled according to DEMIL code instructions. DoW representatives will escort textiles to the delivery site/incinerator. Delivery/drop-off days are Monday-Friday, 7:00 am to 1:00 pm (excluding holidays). The DLA DS site POC will be notified three (3) business days before removal.

• Tire Disposal: Tires include vehicular, aircraft, and forklift tires, as well as rubberized material from construction equipment tracks.

• Weighing: Containers at Building 1656 must be weighed using the USG scale. Coordination with the DLA DS site POC is required for weighing empty and full conveyances. Containers at Buildings 490/491 do not require weighing.

• Documentation: Obtain a weight ticket or comparable document for removed refuse. A manually signed ticket by a USG representative is acceptable.

• Period of Performance: This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one (1) 12-month base period and four (4) 12-month option periods, not to exceed five (5) years.

• Place of Performance: DLA DS Pearl Harbor, located at Joint Base Pearl Harbor Hickam at Buildings 490, 491, and 1526.

• Acceptable Performance Levels (APLs):

  • Sign-in: Sign visitor log prior to commencing services.
  • Timeliness: Roll-offs dropped off/picked up within two (2) business days of notification.
  • Compliance: Roll-offs must be free of refuse, excessive corrosion, offensive odor, or graffiti.

• Failure to meet APLs may result in payment withholding until achieved.

• Federal Holidays: Services are not required on 11 Federal holidays observed by DLA, unless approved by the KO or DLA DS site POC.

• Safety & Security: Contractor employees must comply with all installation safety, security, and traffic regulations. Proper identification must be carried. The USG reserves the right to remove employees for misconduct or security reasons.

• USG Furnished: Workspace will be provided. No materials or equipment will be furnished by the USG. Utilities will be available, and conservation is expected.

• Contractor Furnished: Personal Protective Equipment (PPE) and materials for spill cleanup are the Contractor's responsibility.

• Quality Assurance: Contractor must develop and maintain a Quality Control Plan (QCP) and submit it to the COR within 10 business days of award.

• Spill Responsibility: Contractor is solely responsible for all spills and leaks, including cleanup at no cost to the USG. Spills must be reported immediately to the DLA DS site POC and KO, with a written follow-up report within 24 hours.

• Invoicing: Monthly invoicing through the Department of War Wide Area Workflow (WAWF) system.

• Contract Minimum/Maximum: Minimum contract value is $2,000.00. Maximum is 150% of the estimated contract value. No minimum for option periods.
