This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ), for pest control services for the Defense Logistics Agency (DLA) Troop Support and other DLA activities located at the Naval Support Activity (NSA) Philadelphia. The contractor will provide integrated pest management services.

• Provide pest control services using Integrated Pest Management (IPM) techniques.

• Services include inspections, identification of pests, determination of infestation extent, recommendations for environmental sanitation, removal and disposal of nesting/fecal matter, sanitization, use of mechanical control methods, and judicious use of pesticides as a last resort.

• Specific tasks include control of cockroaches, rodents, miscellaneous pests (fleas, ants, flies, bees, wasps), live animals, birds, and winged animals, and cleaning/sanitizing pest matter.

• Area to be serviced is approximately 790,000 square feet across six separate buildings.

• Contract Type: Firm-Fixed-Priced (FFP)

• Period of Performance: Base Period: July 1, 2026 - June 30, 2027. Two 12-month option periods.

• Estimated Value: Not stated.

• Quotations are due by June 22, 2026, at 12:00 PM EST.

• Questions due by June 3, 2026, at 12:00 PM EST.

• Offerors shall submit quotes in 3 separate volumes: Past Performance, Technical Approach, and Price.

• Award will be made on a competitive basis using "tradeoff" procedures, with Non-Price Factors (Technical Approach and Past Performance) being more important than Price.

• Award will be made without discussions, but the government reserves the right to conduct discussions if necessary.

• This requirement is being solicited as a 100% small business set-aside.

• This solicitation constitutes the only solicitation; a written solicitation will not be issued.

• Offerors must be registered in the System for Award Management (SAM).

• Invoices must be submitted electronically through the Wide Area Workflow (WAWF) system.
