Scope of Work
The contractor will provide all labor, tools, facilities, materials, and services necessary for local access to designated circuit demarcation points at DMAFB. This includes providing and installing transmission equipment, wiring, and infrastructure to ensure compatibility with the Government's current systems (Cisco C8300s SBCs, CUCM v15) without additional expense. Services must include operator assistance functions and adhere to FCC, PUC, DoD, AF, and industry standards. The scope specifically excludes residential or business services for non-Government entities. Contractor-provided Customer Premise Equipment (CPE) must be located in Building 5010, and rack space for services is in Building 5150.
Performance Standards
Services require continuous operation with 99.9% availability for local phone service 24/7/365. The contractor must adhere to strict outage notification, response, and restoration timelines based on Telecommunications Services Priority (TSP) and Restoration Priority List (RPL). For example, Catastrophic outages require a 1-hour response with updates every 4 hours, while Emergency outages require a 1-hour response and 8-hour restoration. Quality of Service (QoS) for VoIP, video, and real-time traffic is also a key performance metric.
