Request for Information (RFI)

This RFI is issued by the Naval Surface Warfare Center Dam Neck Activity (NSWCDD DNA) for planning purposes only. The government is seeking information regarding support for the Property Management Division Code 107, which oversees policy and compliance for Operating Materials & Supplies (OM&S), Plant Property & Equipment (PP&E)/Asset Management (AM), and Purchase Requisitions (PR). This is a new requirement.

The required support includes:

• Technical, project, analytical, program, and supply chain management for policy and compliance in OM&S, Plant PP&E, and AM.

• Management of all OM&S and PP&E/AM functions, including policy development, financial and physical accountability, training, performance monitoring, and process improvements.

• Warehousing and delivery of materials and equipment.

• Vendors are requested to provide a capability statement addressing their experience in the three main support areas.

• Minimum required information includes Company Name and Address, Point of Contact (phone/email), and Cage Code.

• Responses are due no later than 12:00 PM EST on 09 April 2026.

• All communications must be coordinated through the cognizant Contract Specialist via email.

• Answers to vendor questions will be provided via a document attached to the SAM.gov Notice.

This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the U.S. Government. No contract will be awarded based on this RFI, and preparation costs will not be reimbursed.

An Industry Day will be held on Wednesday, 08 April 2026, at 1100 ET at NSWCDD Dam Neck Activity. Registration is required by 1200 ET on Monday, 06 April 2026, by emailing Curtis Taylor. All responses should be unclassified.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for providing technical, project, analytical, program, and supply chain management support for policy and compliance in the areas of Operating Materials & Supplies (OM&S), Plant Property & Equipment (PP&E), and Asset Management (AM) to the Naval Surface Warfare Center Dahlgren Division Dam Neck Activity (NSWCDD DNA).

• Support OM&S and PP&E/AM management functions, including policy development, financial and physical accountability, training, performance monitoring, and process improvements.

• Provide warehouse operations services, including central shipping and receiving, local pickup/delivery, and material accountability within the Navy Enterprise Resource Planning (N-ERP) system.

• Coordinate and perform physical inventories, causative research for inventory issues, and process receipts, reversals, issues, and cancellations.

• Support the creation of requisitions and shipping documents (DD Form 1149s).

• Dispose of dunnage, packaging, and crating materials.

• Provide a warehouse facility meeting specific size, floor load, ceiling height, temperature, humidity, office space, loading dock, and restroom requirements.

• Provide Material Handling Equipment (MHE) and enclosed trucks for freight transport.

• Coordinate deliveries to various locations, including military bases and support contractor sites.

• Support a transition period at the beginning and end of the contract, including physical inventory, packing, crating, staging, and transportation of inventory.

• Provide program management support, including reviewing regulations, developing documentation, implementing processes, tracking action items, facilitating meetings, and reporting customer interactions.

• The contract period of performance (PoP) is not specified in this document.

• Warehouse operations services are required for a facility in the Hampton Roads Area of Virginia, located within 30 miles of NSWCDD DNA, Virginia Beach, VA.

• The Contractor shall provide a facility operable within 90 days of contract issuance.

• Current NSWCDD DNA warehouse locations include Virginia Beach, VA; Yorktown, VA; Mechanicsburg, PA; Chesapeake, VA; and Norfolk, VA.

• Personnel Security Clearance: Minimum SECRET security clearance required.

• Facility Clearance: SECRET Facility Clearance Level (FCL) required.

• The Contractor shall comply with all applicable Federal, State, and local laws and regulations, Executive Orders, and Department of Defense and Navy policies regarding environmental and safety requirements.

• Personnel must complete mandatory training, including Environmental Awareness Training and Occupational Safety and Health (OSH) Policy Statement.

• Contractor personnel must adhere to policies regarding Portable Electronic Devices (PEDs), Information Systems (IS) usage, and Privacy Information.

• Non-personal services are required; the Government will not supervise Contractor employees or control their methods.

• Contractor personnel must obtain identification badges and comply with security regulations.

Request for Information (RFI)

This document is a Request for Information (RFI) issued by the Naval Surface Warfare Center Dam Neck Activity (NSWCDD DNA) for DNA Warehousing Support. It is for planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the U.S. Government. The government is seeking information to understand industry capabilities for providing support to the Property Management Division Code 107.

• Submissions should include at a minimum: Company Name and Address, Point of Contact (phone/email), Cage Code, and Capability Statement.

• All communications should be coordinated through the cognizant Contract Specialist via email.

• Responses will be treated as Business Sensitive and will not be shared outside government activities without permission.

• Information and materials submitted will not be returned.

• Proprietary data should be clearly marked.

Eligible partners include companies, public and private foundations, non-profit organizations (including universities), and state or local government organizations.

• This RFI is for planning purposes only. The Government will not pay for any information received.
