Submission & Evaluation
Offerors must submit quotes via email to Julie Yarbrough (julie.yarbrough@nlrb.gov) by April 7, 2026, at 10:00 AM ET. Quotes must be in two separate volumes:
- Volume I (Technical Approach): Maximum 15 pages, detailing the approach to the Performance Work Statement (PWS) requirements, transition plan, key personnel (Project Manager must be from the prime contractor), geographic service management, and including NAID certification.
- Volume II (Price): No page limit, utilizing the provided "Pricing Template" for per-office rates (not consolidated national rates) and including a narrative for media destruction pricing. Past Performance Questionnaires (PPQs) for up to two relevant contracts must be submitted directly to Julie Yarbrough by the due date. Offerors must also ensure their FAR 52.212-3 representations are current in SAM.gov. Teaming with large businesses is permissible. Evaluation factors are: 1) Technical Approach (most important), 2) Past Performance, and 3) Price. Technical and Past Performance combined are more important than Price. Quotes must achieve a "Marginal" or higher rating for the Technical factor to be considered.
