• Rationale: Sikorsky Aircraft Corporation is the Original Equipment Manufacturer (OEM) and owns all rights to the technical data, specifications, and drawings required for manufacture. The items are complex, require unique production techniques, and extensive testing. The Government does not own rights to the technical data and it is uneconomical to purchase elsewhere. These items are the only ones approved by the USCG's Aircraft Configuration Control Board for the MH-60T helicopter. The acquisition is being conducted as a brand name acquisition.
• Price Determination Methods: Market research, comparison of proposed price with previous purchases, current price list, comparison with similar items, and comparison to IGCE were used.
