Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish and install thirty-six new cooktops in Building 221 dormitory quad rooms at Minot AFB, ND, and remove and dispose of thirty-six existing cooktops.

• Furnish thirty-six new 208V AC, 50/60 Hz, 15 amp, two-burner cooktops.

• Remove existing cooktops from dormitory quad rooms.

• Dispose of removed cooktops off-base.

• Install new cooktops, including electrical connections and countertop modifications as needed for proper fit.

• Perform functional testing of each installed unit.

• Clean the workplace daily by 4:00 PM.

• Product delivery and installation to begin no later than 30 calendar days after purchase receipt.

• Installation period not to exceed 5 business days.

• Work to be performed Monday through Friday, 8:00 AM to 4:00 PM, excluding weekends and holidays.

• All work subject to inspection and acceptance by Dorm Management.

• Location: Building 221 dormitory quad rooms, Minot AFB, ND 58705.

• Removal and installation to commence within 30 days of contract award.

• Installation period: 5 business days.

• Cooktops must be black or white and similar to or of better value than Kenyon Model B41694.

• Must include safety features such as heat limiting cooking surface protectors, an on-indicator light, and a hot burner indicator light.

• Contractor employees must coordinate personnel clearance and access with the Contracting Officer.

• Contractor is responsible for all materials, labor, tools, equipment, transportation, and disposal.

• Contractor must comply with OSHA, NEC, and all federal/state hazardous waste regulations.

• Contractor must protect government property and building materials during installation.

• Contractor must obtain all necessary passes for base access and adhere to installation-specific procedures and prohibitions.

• Site conditions include free and clear access, suitable parking/off-loading, and a "Bravo" threat condition level.

Solicitation / RFP / RFQ

This is a Combined Synopsis/Solicitation for commercial items to procure FY26 Dorm Cooktops for Minot Air Force Base. This announcement constitutes the only solicitation, and quotations are being requested. A written solicitation will not be issued.

• Procurement of 36 two-burner, 208V AC, 50/60 Hz, 15 amp cooktops.

• The offer must be for the specified brand name or an "Equal" product. If submitting an "Equal" product, the offeror must include the manufacturer name, model number, and supporting literature or description.

• The scope includes installation of new cooktops and disposal of old cooktops at an off-base location.

• Shipping to Minot AFB must be included in the total cost.

• The quote shall remain valid until May 30, 2026.

• The North American Industry Classification System (NAICS) code is 333310 (Commercial and Service Industry Machinery Manufacturing).

• This is a 100% small business set-aside.

• Quotations must be submitted via email to 2d Lt Devon O'Sullivan at devon.osullivan.1@us.af.mil.

• The deadline for quotations is 4:00 PM CST on March 23, 2026.

• Questions will be accepted until 4:00 PM CST on March 18, 2026.

• Offerors must quote on all CLINs to be considered for award.

• Failure to be registered in the System for Award Management (SAM) will deem the Offeror ineligible for award.

• This acquisition is a 100% small business set-aside.

• Offerors must be registered in SAM.gov.
