Quick Summary
The AFMC AFTC/PZIOA Contracting office at Edwards AFB, CA is conducting a Sources Sought/Request for Information (RFI) for Dorm Internet Services. This RFI seeks to identify qualified parties capable of providing high-speed broadband internet to a minimum of 400 individual dormitory rooms, meeting or exceeding FCC benchmarks, and requiring an Authority to Operate (ATO). Responses will inform the final requirement definition and acquisition strategy, which may include potential small business set-asides. Responses are due April 13, 2026, at 3:00 PM PST.
Scope of Work
The project requires the installation and management of a reliable, high-speed broadband internet infrastructure for a large dormitory complex, servicing at least 400 rooms. The service must meet or exceed FCC benchmarks of 100 Mbps download and 20 Mbps upload speeds per room. A key consideration is the existing telecommunications infrastructure, and respondents should address its potential use, upgrade, or replacement.

- Cost and Pricing: Rough Order of Magnitude (ROM) cost estimates for installation (rip and replace vs. leveraging existing wiring), estimated monthly cost per room/user for baseline service, and sample pricing for speed upgrades.
- Project Management and Risk: Realistic timeline for installation and identified primary risks with mitigation strategies.
