Statement of Work (SOW) / Performance Work Statement (PWS)

To provide bus safety aide and attendant transportation services for special needs students, Sure Start students, and pre-kindergarten through grade 2 students attending Department of War Education Activity (DoWEA) Pacific schools in mainland Japan. Safety is the highest priority.

• Provide all necessary personnel, services, supplies, and equipment for student transportation.

• Subcontractor/Teaming Information: For each proposed subcontractor or teaming partner (max two), provide at least one past performance reference, written consent for the government to discuss their past performance, a description of their roles and responsibilities (including estimated percentage of work and resources), and a signed Letter of Commitment (Enclosure 3).
• Recency: Efforts must be ongoing or completed within three (3) years preceding the initial solicitation issuance date.
• Relevancy: Experience must demonstrate services of similar scope, magnitude of effort, and complexity to the solicitation requirements.
• Past Performance Format: Vendors must adhere to the specified format for each reference, including:
  • Reference Information (Contract Number, Type, Period of Performance, Value, Customer/Agency, Address, POC, Email, Phone)
  • Brief Description of Effort (services provided)
  • Past Performance Relevancy Factors (how the reference aligns with solicitation requirements).
• No Past Performance: If a vendor has no past performance record, they must still submit the attachment with a statement indicating unavailability.
