Scope of Work
The Joint Personal Property Shipping Office-North Central (JPPSOP-NC) requires a contractor to furnish all personnel, equipment, facilities, supplies, services, and materials for the packing, containerization, drayage, and storage of personal property. This includes servicing appliances, inventorying, tagging, wrapping, padding, and bracing household goods (HHG) and unaccompanied baggage (UB). Services will be performed within defined geographical zones (80, 81, 84, 86). The projected annual workload is approximately 700 outbound and 400 inbound personnel moves.
Contract Details
This is an IDIQ contract with a maximum ceiling of $2.75 million. The period of performance includes a 12-month base period commencing June 17, 2026, plus four 12-month option periods, extending through June 16, 2031. An option to extend services for up to 6 months is also possible. The NAICS code is 484210 (Used Household and Office Goods Moving) with a $34 million size standard, and the Product Service Code is V301 (Relocation Services). Payment will be processed exclusively through the government's Third Party Payment System (TPPS). Contractor personnel must comply with Beale AFB security regulations, including obtaining an Entry Authorization List (EAL). Proof of standard commercial general liability and cargo insurance is required.
Performance Requirements
Key performance standards include: no more than 3% of shipments incorrectly packed/loaded/containerized per month; no more than 5% customer complaints for untimely pickup/delivery per month; 98% on-time return of documentation; and 98% error-free invoice submission rate. Bidders must also provide their Guaranteed Daily Capability for services across various zones, ensuring it meets or exceeds the government's minimum acceptable daily capability as detailed in the Price Schedule.
Submission & Evaluation
Offerors must submit quotes electronically via email to the specified contacts no later than 10:00 AM PST on May 27, 2026. Submissions must be in two volumes: Volume I (Technical Capability & Past Performance) and Volume II (Price). Award will be made to the offeror whose quote is determined to be the most advantageous to the Government, based on Price, Technical Capability, and Past Performance. The Government intends to award without discussions.
