Purpose & Scope
This RFI seeks to identify qualified sources capable of providing comprehensive CAD, GIS, and GPS support. The contemplated effort involves a 12-month base period and three 12-month option periods. The services, as detailed in the attached Performance Work Statement (PWS), include:
- CAD Services: Operation, configuration, drafting, data acquisition, migration, and technical support for existing CAD installations.
- GIS Services: Management, implementation, analysis, data delivery, migration, acquisition, and technical support for GIS systems.
- GPS Services: Data acquisition, mission planning, processing to GIS/CAD formats, migration, and user-level equipment servicing, potentially including surveying.
- Geodatabase Management: Managing the Spatial Database Engine (SDE) and ESRI online portal.
- Customer Support: Providing information and custom map creation.
- Emergency Operations Center (EOC) Support: Priority CAD, GIS, and GPS services during EOC activations.
Performance standards include specific monthly tasks such as digitized floorplans, data migrations, GIS database updates, and GPS survey days, along with a requirement for a monthly report and a quality control program.

Submission Requirements
Interested parties must submit Capability Statements demonstrating their ability to meet the PWS requirements, including historical information or a detailed approach. Submissions should address understanding, capability, approach, qualifications, experience, and identified challenges/risks. Teaming arrangements with large businesses are permitted for small businesses, with clear delineation of responsibilities. Submissions must include:

- Small business standing (type, if applicable) and any schedule holdings (GSA, SBA 8a)
- Description of capability and history relative to similar requirements.
