Quick Summary
The Defense Logistics Agency (DLA) Aviation at Ogden, UT has issued Solicitation SPRHA1-26-R-4646 for KC-46 Landing Gear Performance Based Logistics (PBL). This Total Small Business Set-Aside opportunity seeks remanufacture and overhaul support for KC-46 Landing Gear Depot Level Repairables (DLRs), including shipsets and field-level subcomponents. Proposals are due July 28, 2026.
Scope of Work
This contract requires 100% overhaul/remanufacture support for KC-46 Main Landing Gear (MLG) and Nose Landing Gear (NLG) shipsets for 10-year Time Change Intervals (TCI), and 100% field-level support for sub-components. Services include disassembly, inspection, remanufacture, modification, and testing per 14 CFR Part 43 and Component Maintenance Manuals (CMMs). The contractor must furnish all materials not provided as Government Furnished Material (GFM) and comply with SAE AS 9110 quality standards. Work excludes separate wheel, tire, and brake assemblies.
Contract Details
- Type: Single-Award, Requirements-Type Contract
- Duration: 5-year basic period + one 5-year option period (10 years total)
- Pricing: Firm Fixed Price (FFP) with Economic Price Adjustment (EPA) for shipsets (PPR) and sub-components (PPE). Over and Above (O&A) parts procedures are allowed for subcomponent overhauls, with reimbursement for actual costs incurred prior to Best Estimated Return (BER) determinations.
- Performance Metrics: Key metrics include an Exchange Lead Time (ELT) of 82 days for shipsets (75 days remanufacture + 7 days transport) and Remanufacture Turn Around Time (RTAT) for sub-components. Incentives are available for achieving at least 80% On-Time Delivery (OTD) for shipsets, with disincentives for ELT/RTAT failures.
- Compliance: Adherence to FAA regulations, CMMs, safety, environmental regulations, and a comprehensive Supply Chain Risk Management (SCRM) plan (covering COOP, Foreign Influence, Cybersecurity) is mandatory. FAR 52.222-90 (Addressing DEI Discrimination) is incorporated by reference.
Evaluation & Submission
- Evaluation Factors: Technical (Remanufacture Capability and Capacity, ELT, RTAT) is the most important factor, followed by Price, then Past Performance. Award will be based on best overall value.
- Technical Proposal: Must demonstrate capability for KC46-2C LG or commercial equivalent overhaul/remanufacture, FAA compliance, ability to meet ELT/RTAT, engineering expertise, subcomponent sourcing, and capacity. Proposals should be based on the 767-300F series landing gear, identifying any remanufacture gaps to the 2C gear, as KC-46 CMMs will not be provided prior to award.
- Past Performance: Offerors must submit relevant contracts with a narrative justifying their relevance. Client authorization letters are required for commercial contracts.
- AS9110 Certification: Mandatory prerequisite for award; offerors not yet certified can submit a plan to obtain it prior to contract award.
- Submission: Electronic via DoD SAFE. Proposals are due July 28, 2026, at 4:00 PM.
Key Updates & Clarifications
Multiple amendments and Q&A documents have clarified requirements, including:
- Updated sections L & M regarding AS9110 certification, proposal formatting (11x17 figures allowed), and teaming agreements.
- Clarification on part numbers (USAF top-level assembly numbers, no single OEM shipset PN).
- Procedures for handling parts beyond CMM repairability and GFM management.
- The latest amendment (0005) updated the TRD Main and Appendix A to include O&A parts procedures for subcomponent overhauls and a mechanism for reimbursement of costs prior to BER determinations.
