Key Clarifications & Changes from Draft RFP Q&A

  • OTD & Phase-in: A phase-in period for OTD requirements will be added to the Technical Requirements Document (TRD).
  • Delivery Orders (DOs): Multiple DOs will be issued twice yearly for DLR parts, with FMS orders supported as needed.
  • Forging Management: Contractors are responsible for ensuring dies are ready; the government will not issue separate DOs for die refurbishment. A two-year phase-in for forging die management is established.
  • Source Control Drawings: All necessary drawings will be provided. CLIN 4006 will be relabeled for forging maintenance and qualification.
  • Progress Payments: Expanded to include long lead items (raw material, bearings, forgings). DoD Progress Payment Rates (252.232-7004) will be included, allowing a 90% rate for small businesses.
  • Tariffs & Buy American Act: No relief or pricing adjustments will be provided for tariffs or related to the Buy American Act.
  • Proposal Submission: The maximum number of recent and relevant contracts for past performance will be reduced from 15 to 10.
