Eligibility & Set-Aside
This acquisition is a 100% Total Small Business Set-Aside. Offerors must be within a 120-mile commutable driving distance of the DSCR facility, with the point of mobilization owned by the prime contractor. Contractors must be registered in the System for Award Management (SAM) prior to award. Personnel must be trained, certified (HVAC, plumbing, electrical), from an authorized retailer of the new units, and have at least 7 years of documented experience in Air Conditioning systems.
Submission & Evaluation
Proposals will be evaluated on a Lowest Priced, Technically Acceptable (LPTA) basis. Technical submissions (Volume I) require a description of understanding, a plan, and past performance documentation (5-page limit). Pricing submissions (Volume II) require a fully executed SF 1442. Past performance, including data from CPARS and SPRS, will be considered as part of technical acceptability. Partial proposals will not be accepted.

Additional Notes
Offerors must adhere to The Buy American Act and comply with all federal, state, and local safety and environmental laws. A site-specific safety plan, OSHA 300A Logs, Activity Hazard Analyses, and Quality Control Plan must be submitted before the Notice to Proceed.
